SANTO DOMINGO.- Transparency in the management of public resources and the prevention of corrupt practices will occupy a more relevant space within the management of the National Office of Seismic Evaluation and Vulnerability of Infrastructure and Buildings (Onesvie), after the signing of an agreement that commits its main areas to strengthen the mechanisms of institutional integrity.
The initiative seeks to establish a cross-cutting responsibility towards public ethics, especially in an entity linked to the evaluation of the safety and vulnerability of buildings and infrastructure.
In that regard, the Strategic Commitment Agreement for Integrity and Prevention of Administrative Corruption was signed for the first time collectively by the strategic areas of Onesvie and was headed by its general director, engineer Leonardo Reyes Madera.
Similarly, the agreement includes measures to strengthen accountability, make the administration of state resources more transparent, and raise quality standards in internal processes.
It also incorporates anti-bribery policies, mechanisms for channeling complaints, and periodic evaluations of integrity and regulatory compliance plans.
More controls to protect public resources
The adoption of these measures is particularly relevant in institutions that manage resources allocated to services and projects of collective interest. In this regard, Onesvie indicates that it seeks to establish stronger controls to reduce risks and ensure that administrative processes comply with the regulations governing the public sector.
He said the strategy follows the guidelines of the Governmental Integrity and Regulatory Compliance Commission (CIGCN), which promotes the active participation of state employees in preventing conduct that may affect institutional transparency.
“There is no room for impunity”
During the event, Reyes Madera stated that institutional strengthening is one of the central challenges of the Dominican public administration and linked this task to the need to investigate, prevent and punish acts of corruption.
The head of Onesvie was emphatic in stating that "there is no room for impunity, regardless of the hierarchical level of the official.".
In his view, corrupt practices transcend the administrative sphere because they ultimately affect the population. “Corruption deprives people of health, education, and quality of life because it siphons off resources intended for the well-being of citizens,” he stated.
A culture of prevention
Representatives from the CIGCN and those responsible for the various departments of Onesvie participated in the event and assumed the commitments established in the agreement.
Priorities include improving accountability systems, efficiently managing public funds, implementing anti-bribery controls, and strengthening reporting channels.
The institution also plans to continuously review the actions included in its integrity plans, with the aim of identifying risks and applying corrective measures when necessary.
Transparency and institutional trust
With this step, Onesvie ensures that it seeks to consolidate an organizational culture in which transparency and prevention are permanent components of management, while aligning itself with national initiatives promoted to combat corruption.
The entity thus reaffirms its participation in the “Dominican Republic Without Corruption” campaign and in the integrity policies promoted by the General Directorate of Ethics and Governmental Integrity (DIGEIG), with emphasis on a public administration oriented towards protecting the resources of the State and responding to the collective interest.
