CEIZTUR's total budget of RD$4,103.2 million for 2026 exceeds MIVHED's social housing program by 6.9%, while its construction budget alone is equivalent to more than 83 times the amount that the country allocates, through the Ministry of Public Works, to reducing vulnerabilities to natural disasters
SANTO DOMINGO. – CEIZTUR, the Executive Committee for Infrastructure in Tourist Zones, attached to the Ministry of Tourism (MITUR), manages two different budget figures for 2026, which this note compares separately: its total institutional budget of RD$4,103.2 million.
The specific Works item within that budget, initially allocated at RD$2,940.8 million and adjusted to RD$3,112.5 million in July, according to the budget execution basis of the General Directorate of Budget (DIGEPRES).
Compared to the total budget of the two state agencies dedicated to construction, CEIZTUR is a smaller fraction: its total budget is equivalent to 16.3% of the budget of the Ministry of Housing, Habitat and Buildings (MIVHED), of RD$25,212.7 million, and to 6.9% of the Ministry of Public Works and Communications (MOPC), of RD$59,668.4 million.
But the comparison changes scale when going from the total budget of those ministries to the specific programs in which their spending is executed, according to the same breakdown by DIGEPRES.
Social housing versus total MIVHED budget
Within MIVHED, the "Housing and Habitat Development" program, specifically the line item for social housing construction, has an allocation of RD$3,837.8 million for 2026. CEIZTUR's total institutional budget of RD$4,103.2 million exceeds the housing program's allocation by RD$265.5 million, a 6.9% increase.
This specific comparison uses CEIZTUR's total budget, not just its Works budget item. By isolating only the Works budget item, the initial RD$2,940.8 million or the current RD$3,112.5 million, the amount does not reach the social housing program: it represents between 76.6% and 81.1% of those RD$3,837.8 million, depending on whether the initial or current figure is taken.
Risk management for the CEIZTUR Works project
Within MOPC, the program “Reduction of vulnerabilities in infrastructure to the occurrence of natural disasters” has an allocation of RD$37.2 million for 2026. The CEIZTUR Works budget item, not its total budget, but specifically the current RD$3,112.5 million in that account, is equivalent to more than 83 times that amount.
The contrast is repeated, although with less distance, in other MOPC programs: the CEIZTUR Works budget is 2.2 times the budget for docks and ports throughout the country (RD$1,412.6 million) and 8.8 times that allocated to hydraulic and drainage works (RD$355.3 million).
The figures for CEIZTUR, MIVHED, and MOPC come from the same DIGEPRES budget execution database for fiscal year 2026, broken down by budget program. The amount for social housing corresponds to MIVHED's "Housing and Habitat Development" program; the amount for risk management corresponds to MOPC's "Reduction of Infrastructure Vulnerabilities in the Event of Natural Disasters" program.
None of these figures represent financial execution; they are approved budgets for the year. The comparison for social housing uses CEIZTUR's total institutional budget; the comparison for risk management uses only its Works budget line. This distinction is deliberately maintained throughout the text to avoid confusion between the two figures.
