SANTO DOMINGO– The Executive Committee for Infrastructure in Tourist Zones (CEIZTUR), attached to the Ministry of Tourism (MITUR), manages a budget of RD$4,103.2 million for 2026, of which RD$2,940.8 million were initially allocated to the Works account, a line item that, as of July, had been revised upwards to RD$3,112.5 million, according to the execution reports of the General Directorate of Budget (DIGEPRES)
CEIZTUR was created in 2005 by Decree 336-05, later modified by Decree 403-05, according to the registry of state institutions maintained by the Government Office of Information and Communication Technologies (OGTIC), with the purpose of preparing and approving the General Development Plan for Infrastructure in Tourist Zones, defining the priorities for the execution of these works and awarding the corresponding tenders, functions that the institution itself details on its website.
That amount takes on a different dimension when compared to the total budget of other State agencies, approved to cover all of their operations during the year.
Compared to CEIZTUR's general budget (RD$4,103.2 million), the Ministry of Justice has RD$4,175.7 million and the National Institute of Transit and Land Transportation (INTRANT) has RD$4,431.3 million, both above the amount of CEIZTUR.
Meanwhile, the Comprehensive Emergency Service 911 has an approved budget of RD$3,838.5 million, 6.9% less than CEIZTUR, and the National Institute for Teacher Training and Development (INAFOCAM) has an approved budget of RD$3,421.4 million, 19.9% less.
It surpasses several ministries
The comparison becomes even more striking when isolating only the CEIZTUR construction budget. With its original allocation of RD$2,940.8 million, this budget exceeds the entire budgets of the Ministry of Labor (RD$2,899.5 million, 1.4% less), the Ministry of Culture (RD$2,867.2 million, 2.6% less), and the National Drug Control Directorate (RD$2,640.5 million, 11.4% less).

Other agencies manage budgets of a similar magnitude to that same line item for public works. The Comptroller General's Office has an allocation of RD$3,284.6 million, 5.2% more than CEIZTUR's current budget for public works, and the Dominican Institute for the Prevention and Protection of Occupational Risks has an allocation of RD$3,105 million, practically the same amount.
The contrast is also evident at the other end of the scale. While the General Directorate of Passports has a total budget of RD$2,447.1 million for 2026, 27.2% less than CEIZTUR's construction budget alone, the National Archives has RD$371.7 million, more than eight times less.
Note: The figures from CEIZTUR and the compared bodies come from the same DIGEPRES budget execution base for the 2026 financial year.
The initial amount corresponds to the budget approved at the beginning of the year; the current amount incorporates the modifications registered up to July. It is important to note that none of these figures represent actual expenditures.
