SANTO DOMINGO.– The Chamber of Deputies received from the Executive Branch the bill authorizing the creation of the Real Estate Corporation for the Transformation of Ensanche La Fe (CITELF), an initiative that seeks to promote an urban and economic transformation of this area of the National District through the use of currently underutilized land.
The proposal envisions the creation of a public-private entity whose main projects would include the construction of a baseball stadium with Major League standards, in addition to the development of a more extensive intervention in the La Fe expansion and surrounding areas.
A transformation with real estate impact
The president of the Chamber of Deputies, Alfredo Pacheco, highlighted that the initiative could generate a significant process of real estate revaluation in the La Fe expansion and nearby areas.
According to Pacheco, the project will allow the use of land that currently has limited use and will convert it into spaces capable of generating new opportunities for urban and economic development.
The intervention, due to its magnitude, could modify the dynamics of the sector, boosting new investments linked to housing, commerce, services and other real estate projects around the new infrastructure.
A stadium with Major League standards
One of the main components of the project is the construction of a new baseball stadium that meets the standards required by Major League Baseball.
Pacheco considered that the Dominican Republic has enough sporting talent to justify a facility of this category and described the project as an additional element of value for the country.
The legal advisor to the Executive Branch, Jorge Subero Isa, also highlighted the need to provide the country with a high-level sports facility, taking into account the trajectory of Dominican baseball players in professional baseball.
The project could take up to 20 years to complete
The proposal sets a timeframe of between 10 and 20 years to complete the transformation, while the construction of the stadium could require approximately three to four years, Pacheco explained.
This scheme proposes a progressive intervention that could generate changes in the environment over several years, both from an urban planning and real estate perspective.
The phased development would allow for the gradual incorporation of new infrastructure and projects, with the potential to modify the profile of the La Fe expansion and increase the attractiveness of its land.
CITELF will be the structure for development
The bill proposes the creation of the Real Estate Corporation for the Transformation of the La Fe Expansion (CITELF) as a commercial company in charge of coordinating the initiative.
According to Subero Isa, the State's participation will be supported by the Development and Export Bank (Bandex), an institution that would assume the corporate structure contemplated in the legislative proposal.
The creation of CITELF seeks to establish the institutional mechanism to develop and manage the projects planned within the transformation process.
The state would retain governance of sports facilities
Subero Isa also assured that the State will maintain governance of the Quisqueya Stadium and the coliseum, even with the development of the new real estate and sports structure.
The official stated that the La Fe expansion meets the necessary conditions to accommodate an intervention of this magnitude and expressed his expectation that the initiative can move forward and become a reality.
Potential to revitalize the urban environment
Beyond the construction of the stadium, the project places the La Fe expansion area before the possibility of experiencing a long-term transformation.
The incorporation of large-scale sports infrastructure, along with the utilization of underutilized land, could generate a new hub of activity for the National District and increase the demand for services, businesses, and real estate developments in the area.
The legislative proposal will now be part of the discussion process in the National Congress, while authorities and representatives of the sports and real estate sectors seek to advance an initiative that aims to make the La Fe expansion one of the strategic points for the urban development of Santo Domingo.
Public-Private Partnership
The legislative proposal suggests that the project be executed under a mixed capital scheme , with participation from the Dominican State and private investors.
According to the project, the State and the Development and Export Bank (Bandex) may contribute in kind the real estate they own located within the blocks included in the project's perimeter. In exchange, they would receive shares corresponding to the value of the contributed assets, determined by an appraisal conducted by three professionals from the Dominican Republic's Institute of Appraisers.
The project also establishes that the State may subsequently contribute other lands occupied by public entities within the Special Use Zone of the La Fe expansion, with the purpose of developing the real estate and urban component.
The proposal responds to a recommendation from the advisory commission created by Decree No. 306-25, dated June 6, 2025, to evaluate the feasibility of building a stadium on state land in the La Fe expansion that would meet the requirements of Major League Baseball.
