Government presents platform that will allow companies to be formalized digitally in 24 hours

The MICM indicated that cases involving in-kind contributions, foreign shareholders, and activities requiring special sectoral permits, authorizations, or validations are temporarily excluded from the first phase

SANTO DOMINGO – Formalizing a business in the Dominican Republic will be easier in the future with the incorporation of a new tool that seeks to take advantage of the digital age to streamline some public services and reduce the bureaucratic gap that has characterized state services in the country for decades.

“Companies in 24 Hours” (E24H) ensures that entrepreneurs formalize their companies in just one day, thus streamlining a process that previously took weeks and even months.

President Luis Abinader yesterday spearheaded the project of the Ministry of Industry, Commerce and MSMEs (MICM), which unifies all institutions involved in the creation of a company on a single platform, thus reducing procedures and eliminating physical travel between various State institutions, which saves costs and time.

The law expedited the initiative

Eduardo “Yayo” Sanz Lovatón, head of the MICM, highlighted that one of the initiatives that made this great step possible was the promulgation of Law 30-26 on measures for Economic Growth, Tax Simplification and Mitigation of the International Crisis, through which the tax on the constitution of companies was repealed, historically considered one of the great obstacles to the formalization of companies in the country.

“Today, the Dominican Republic is treated and respected throughout the world as a country that works, as a country with which one can do business,” said Sanz Lovatón.

This also translates into more opportunities for citizens, more investment, productivity, and grown businesses, noted Peter Prazmowski, executive director of the National Competitiveness Council.

“When we make it easier to open and formalize a business, we reduce the cost of starting a business, allowing a company to begin operating, selling, producing, hiring, investing, and growing. And this zero-bureaucracy approach connects directly with RD2036’s goal of doubling the size of our economy in a decade,” he explained.

Unified criteria for the Commercial Registry

The president of the Dominican Federation of Chambers of Commerce (Fedocámaras), Lucile Houellemont, also highlighted that the unification of commercial registries into a single document brings peace of mind to users by establishing clear, homogeneous, and nationally applicable criteria for the evaluation of all procedures, which eliminates any possible discretion and ensures that the same legal situation receives exactly the same response anywhere in the country.

Empresas24H.gob.do

According to information from the Presidency, the Empresas24H.gob.do platform is already operational and will continue to improve the user experience, as well as expand it to the entire national territory. It was noted that this website integrates the registration of the commercial name, managed by ONAPI, the commercial registry, managed by the Chamber of Commerce and Production of Santo Domingo (CCPSD), and the National Taxpayer Registry (RNC), managed by the General Directorate of Internal Taxes (DGII).

A unified form

The statement explains that the new system includes a single formonline paymentsvalidations to reduce errors, pre -validation of the business name via WhatsApp, and automatic generation of incorporation documents, including bylaws and the deed of incorporation, as applicable. It also allows users to track their application and receive notifications about digital corrections and updates.

It adds that cases involving in-kind contributions, foreign shareholders , and activities requiring special sector-specific permits, authorizations, or validations are temporarily excluded from this first phase . For these cases, the Formalízate program and traditional channels remain available.
