What is the situation regarding parking in construction projects in Greater Santo Domingo?

SANTO DOMINGO. – More than half of the active single-family home construction projects in Greater Santo Domingo, 52.7%, do not have any parking space, according to the 2026-1 Building Supply Registry (ROE) of the National Statistics Office (ONE).

In apartments, the proportion is the opposite: only 6.6% lack parking, while 90.3% have at least one space, according to the graph on page 57, and that difference contrasts with the minimum standard set by the official regulations.

Article 79 of the Regulation for the Design of Vehicle Parking in Buildings of the Ministry of Housing, Habitat and Buildings (MIVHED) establishes that “in no case shall the minimum number of parking spaces in homes and apartment buildings be less than one (1) parking space per housing unit,” with an exception for projects certified as low-cost housing, which are governed by Article 33 of Decree 359-12.

More than half of the active homes registered in the ROE 2026-1 are therefore below that minimum standard.

The pattern is repeated in the height of the buildings and can be seen in graph 33 of the report, which shows that 75.1% of the 3,599 active housing works registered have one to two floors, while only 2.7% correspond to buildings of thirteen floors or more.

Higher-rise developments, which more frequently incorporate covered parking or underground parking as part of the original design, remain a minority of the active inventory, according to the same chart.

This pattern of small lots and low height coincides with what the Dominican real estate sector describes as a gap in technical supervision in construction.

According to an analysis by El Inmobiliario, an estimated 80% of private construction projects in the country present some technical or documentary irregularity, nearly 70% of formal consumer complaints in the sector are related to construction, and more than 60% of structural failures reported in new homes originate from preventable errors.

The ROE 2026-1 data records an inventory of active single-family housing mostly built on small lots, low height and without parking, below the minimum standard set by the official regulations for formal buildings.
