The CEO of DGAPP, Sigmund Freund, emphasized that the proposal to create an industrial and commercial development belt, along with housing, will generate a positive impact for Santo Domingo.

SANTO DOMINGO.-The Ministry of Economy, Planning and Development and the General Directorate of Public-Private Partnerships (DGAPP) signed a collaboration agreement to promote the public-private partnership (PPP) scheme in the development and execution of projects that are part of the Santo Domingo 2050 (SD2050) initiative.

Through this agreement, the institutions commit to promoting the public-private partnership scheme for the development and execution of the initiatives contemplated in the SD2050 plan on multiple projects on the Santo Domingo Ring Road, in accordance with the requirements of Law 47-20, on Public-Private Partnerships.

The agreement was signed by the Minister of Economy, Pavel Isa Contreras, who chairs the SD2050 Commission, and the Executive Director of the DGAPP, Sigmund Freund, who highlighted the opportunities that this alliance will generate for the socio-economic development of the inhabitants of the Santo Domingo province.

Minister Isa Contreras indicated that the Dominican State is working on the design of an organizational structure for the Santo Domingo Ring Road that will allow the financing and development of initiatives for this province, based on a sustainable strategic plan that promotes inclusion and the social and economic development of its inhabitants.

He stated that to develop an industrial and logistics corridor on the Santo Domingo Ring Road, as proposed by the SD2050 initiative, the participation of the private sector is needed.

“This agreement will allow us to work together on how to link the public and private sectors to develop this economic corridor,” the economist and researcher pointed out.

The Minister of Economy stated that the SD2050 plan is one of five initiatives being promoted by the Government to transform different regions of the country, along with the rehabilitation of the Port of Manzanillo, in the Northwest Cibao; the San Juan Plan, in the El Valle region; and the tourism development of Pedernales, in the Enriquillo region; and of Miches, in the Yuma region.

The CEO of DGAPP, Sigmund Freund, emphasized that the proposal to create an industrial and commercial development belt, along with housing, will generate a positive impact for Santo Domingo.

He stated that the DGAPP can contribute to materializing in the medium term many of the ideas put forward in this initiative for the development of the most populated province in the Dominican Republic.

“The SD2050 initiative has many facets in which we, from the General Directorate of Public-Private Partnerships, can contribute,” he emphasized.

Freund pointed out that the involvement of the public and private sectors in projects prioritized by the State enhances the opportunities for sustainable and viable proposals for the execution of such a visionary initiative as Santo Domingo 2050, which contains proposals for territorial organization, planning and sustainable development.

Also present at the signing of the agreement were the executive director of SD2050, Edgar García; the vice minister of Territorial Planning and Regional Development, Domingo Matías;

SD2050's economic advisor, Henri Hebrard; and SD2050's legal advisor, Víctor Martínez.

The Santo Domingo 2050 initiative is considered the largest provincial strategy for territorial organization, planning and sustainable development in the Dominican Republic.

The objective of this initiative is to counteract the concentrated population rate of the Santo Domingo province, the highest in the country and one of the highest in the entire insular and continental Caribbean region, as well as to find a solution to the chaos in vehicular traffic.
