Two homes collapse and three others are in danger in Santiago

SANTIAGO.-Two houses collapsed around noon this Wednesday in Hoyo de Baitola, in this municipality, an area considered high risk by the authorities.

There are no reports of people injured by the collapse of the houses, which were built of wood and zinc.

The victims were temporarily sheltered in the homes of family and friends.

Francisco Arias, director of Civil Defense in Santiago, urged the owners of three other homes, located near the two that collapsed, to leave the area.

He said the measure seeks to protect the physical integrity of families in the event of further landslides in that area.

SANTO DOMINGO.- The relentless rise in construction material prices and the resulting increase in housing prices prompted a reaction yesterday from the Dominican construction sector, with a list of proposals for the Government and its public policies.

Months ago, the unions requested, and reiterate in their new proposal, an evaluation, "with the utmost urgency," of the current calculation of tariffs and ITBIS (Value Added Tax) on raw materials and finished construction products, using the pre-pandemic freight price as a parameter; since the beginning of the COVID crisis, the cost of international transport has skyrocketed, which has affected the price of materials and, therefore, the price of housing.

“Likewise, the sector has turned in favor of promoting free competition, proposing that the State evaluate - together with the Commission for the Regulation of Unfair Trade Practices and Safeguard Measures (CDC) - the need to eliminate the current antidumping measures for a period of 6 months, which would allow the entry of essential construction products, such as steel, among others, with the tariff established for it, without any penalty or additional cost,” the groups request in a statement.

The plaintiffs are the Dominican Association of Housing Builders and Promoters (ACOPROVI), the Association of Housing Promoters and Builders of Cibao (APROCOVICI), and the Dominican Chamber of Construction (CADOCON), who are asking for the proposals to be studied with the aim of preserving the right of more Dominicans to access decent housing.

Similarly, the construction sector associations are proposing monetary and financial initiatives, with a view to creating the conditions to promote access to financing facilities with interim loans at competitive rates for real estate project developers.

“As well as mortgage loans, at low interest rates and a reduction of the transfer tax for purchasers of new homes from 3% to 2%, for a period of one year,” they suggest.

“In order to diversify purchases and contracts, it was proposed to evaluate the possibility of conducting open public tenders of a national and international nature by the State, with the intention of opening the gap for the purchase of certain construction products necessary for the development of public sector projects.”.

Prices through the roof

According to the direct housing construction cost index (ICDV), published by the National Statistics Office (ONE), the cost per square meter of construction has increased by 28.3%, the document states.

They state that the escalation of construction material prices since 2020 has increased by around 60% and 40% in the case of steel and cement respectively, a figure that could continue to increase the ICDV in the coming months by up to 40%, when the announced increases in said materials come into effect and with the recently approved adjustment in the minimum wage rates of the construction sector.

The trade associations add that global inflation and the precarious state of international transport logistics have severely impacted the construction sector since the pandemic, according to their report. “This situation is further exacerbated by the armed conflict between Russia and Ukraine, which has affected the prices of construction materials and essential building supplies locally,” state the organizations representing the Dominican construction sector.

SANTO DOMINGO.- The arrival of tourists by sea to the Dominican Republic has been recovering after a period of pause due to the restrictions imposed by countries to minimize the spread of COVID-19, which limited the arrival of foreigners.

The Ministry of Tourism (Mitur) reported that, in March of this year, 41 ships arrived in the country from different parts of the world with 131,234 passengers, some 128,946 more cruise passengers than those who arrived in the same month of 2021, when the number of people was 2,288.

The flow of visitors who traveled to the country by ship during the first quarter of 2022 was higher than at the end of March. During January and February, 90,234 and 96,644 tourists arrived, respectively, which, added to the March visitors, totals 318,112.

On average, 85% of non-resident travelers were foreigners, and the rest were Dominicans. According to the daily report from the Ministry of Tourism (Mitur), the highest number of arrivals that month occurred on March 26th: approximately 23,757.

Maritime operations have maintained a gradual growth rate, with the Amber Cove and Taíno Bay ports, both in Puerto Plata, receiving the largest number of ships in the first quarter of this year.

The evolution of this type of tourism, after the adversities the country has faced, has been satisfactory and promises to continue evolving over time, said Tourism Minister David Collado, upon receiving an award in recognition of cruise tourism in the country.

Two days ago, the Florida-Caribbean Cruise Association (FCCA) highlighted the Dominican Republic's maritime tourism activity, recognizing the efforts being made in the country to have ports properly equipped to receive tourists.

Collado assured that the figures will continue to increase because the Government will incentivize the country to become an attractive destination for cruise tourism due to the natural advantages that the island possesses.

Housing prices could increase by up to 7% if the rumors of further price hikes in construction materials materialize

SANTO DOMINGO.- If rumors about new price increases in some construction materials are true, housing prices in the Dominican Republic could rise by up to 7% in the coming days, warned engineer Guido Rosario, CEO of Constructora Rodos, yesterday.

He said he has information that the price of a bundle of rebar would be set at 83,000 pesos in the coming days, which would represent an increase of more than 10% in the price of that metal.

“Similarly, last week there were increases in the price of a ton of smooth bar of around 10,000 per ton and in the price of electro-welded mesh and nails of around 5%,” Rosario stated, responding to questions for the digital newspaper El Inmobiliario, regarding the price increases recorded in recent days in construction materials.

Regarding cement, the CEO of Constructora Rodos has information indicating that the price per bag will rise by about 50 pesos "for an increase in both cement and rebar of around 12%.".

Rosario considered that these new increases, added to those that have been occurring in recent times, represent "a hard blow for the construction sector and will make the goals proposed by the government for housing construction increasingly distant.". 

According to their projection, these increases of around 12% will increase the direct cost of housing by close to 5%, but if the possible increases in reinforced concrete are taken into account, this could lead to an overall increase in housing of 7%.

What the cement companies say

The national cement industry, grouped in the Dominican Association of Portland Cement Producers (Adocem), believes that the volatility of international markets and the anticipated increase in energy and fuel costs could lead to the same situation that, according to press reports, is currently occurring in Spain, where major cement and steel companies have closed their plants due to these excessive price increases that occurred long before the Russian invasion of Ukraine.

"According to the leading authoritative source of analysis for the petroleum coke industry (Pace Petroleum Coke Index), this fuel increased from US$37 per ton in January 2020 to US$178 in March of this year, not counting the fact that the effect of the war in Ukraine continues to push it upwards," they said.

However, in a paper published yesterday in this same publication, engineer Rafael Durán questioned the successive increases in cement prices in recent times, emphasizing that 90% of the supplies are locally sourced.

On steel

ADOACERO's CEO, Marcelo Salazar, explained last month that the war between Russia and Ukraine is causing historic peaks, never seen since the 2008 global crisis, in international billet prices, which are the raw material for finished steel products.

Salazar indicated that the Dominican Republic is working hard to mitigate these international impacts in the best way possible, with the fundamental objective of ensuring that the market is always supplied.

“The great advantage we have as a country is that, thanks to our local industry, we have a much greater capacity to guarantee the market's supply of finished steel products, despite the international difficulties exacerbated by the conflict between Russia and Ukraine,” Salazar said.

This meant that more than 35% of the iron and molten metal consumed in the Dominican Republic came from Ukraine, so since the conflict began, local producers proactively started to find new sources of supply in other countries in the region.

SANTO DOMINGO.-Hato Nuevo, Santo Domingo Oeste, is one of the communities benefiting from the "My Home" program, which the Government is promoting to counteract the housing deficit in the country.

SANTO DOMINGO.- President Luis Abinader and the Minister of the Presidency, Lisandro Macarrulla, visited the Praderas del Norte housing project in Los Alcarrizos yesterday, Saturday. This project, part of the Happy Family National Housing Plan, consists of 800 homes.

The housing project, of which 230 homes will be delivered in June, is in charge of the Ministry of the Presidency (Minpre) and has 11 four-story apartment buildings, and 67 double houses, each of which has three bedrooms, two bathrooms, living-dining room, kitchen and laundry area and essential services such as drinking water and electricity.

Macarrulla explained that, through the National Happy Family Housing Plan (PNVFF), the aim is to create opportunities for low-income Dominican citizens living in vulnerable conditions to change their lives and make the dream of all Dominicans a reality: a decent and safe home of their own.

Megaprojects in Central America and the Dominican Republic boost the region's economy

Panama, El Salvador, Guatemala, Honduras, Costa Rica, the Dominican Republic, and Nicaragua are increasingly at the forefront with first-world megaprojects.

Megaprojects in Central America are varied, encompassing tourism, real estate, cities, and more. They all share the common goal of fostering growth in their countries, making them globally attractive, and above all, generating economic recovery, even in these challenging times when the pandemic is not yet completely over and geopolitical issues are affecting the entire planet.

“This type of investment has a direct impact on the macro-stability of the region, derived from an effect on the aggregate demand curves, stimulating both consumption and spending, which has an economic multiplier effect on productive and labor reactivation,” says Dr. Juan Diego Sánchez Sánchez, financial analyst and lawyer specializing in economic matters.

Sanchez adds that the impact can also be observed directly in the reduction of poverty, but also indirectly through economic effects on variables such as migration, insecurity, and tourism, among others.

Megaprojects in Costa Rica

In March, construction began on the first stage of the Nya on a 900-hectare plot of land in Liberia, Guanacaste, Costa Rica; located very close to the Daniel Oduber International Airport, it has an initial investment of 100 million dollars (mdd).

This first phase is expected to be completed by the end of 2023, including condominiums, a commercial area, and access to the public beach. The first phase of construction is expected to generate 600 jobs.

Megaprojects in Guatemala

Infrastructure projects proposed since 2021 include: Modernization of La Aurora International Airport, with an estimated investment of $120 million; road interconnection and urban passenger transport of the north-south axis of Guatemala City, with a projected investment of $770 million; and rehabilitation, administration, operation, and maintenance of the Escuintla-Puerto Quetzal Highway with toll collection, with an estimated investment of $80 million.

Additionally, the mass transit system for the east-west axis of the Guatemala metropolitan area, with a budget yet to be determined. Construction, expansion, and improvement of the Guatemala City bypass via the CA-09 North-CA-01 East Expressway Interconnection, $300 million. State Administrative Center (CAE) in Guatemala City, $250 million. And Tecún Umán II Intermodal Port, $40 million.

Megaprojects in Honduras

Honduras is planning the construction of several megaprojects in Central America, one of them in the Gulf of Fonseca, a maritime vehicular bridge that will connect Amapala, on Isla del Tigre, with the mainland from Coyolito.

The initiative undertaken by the central government, through the Ministry of Infrastructure and Public Services (INSEP), requires an investment of 207,766.4 million dollars for the communication route that will connect with the Dry Canal, guaranteeing the Pacific-Atlantic connection; the Central American Bank for Economic Integration (CABEI) will be the financial entity.

Megaprojects in Nicaragua

The Minister of Energy and Mines, Salvador Mansell, announced a new megaproject, in the form of a $564.1 million investment in electrical and telecommunications infrastructure works, involving three Chinese companies, one Korean company, and two companies specializing in solar energy.

However, local media said that Mansell did not mention that two of the three Chinese companies — China Communications Construction Company Limited (known as CCCC) and Huawei — are sanctioned by the U.S. Treasury Department, and that Interamerican Solar SA and Nordic SA are two unknown companies even to energy industry experts.

Megaprojects in the Dominican Republic

President Luis Abinader revealed that the Pedernales Tourism Development Project, one of the most important initiatives of this administration, will be carried out in four phases. The first phase will begin with six hotel chains, over an average total period of 10 years, and with an estimated investment of $2.245 billion.

He reported that the first phase stipulates an investment of $1.3 billion for the construction of 4,700 rooms, which will become 12,000 rooms at the end of the project.

Megaprojects in El Salvador

With the transformation of the country as its goal, Bukele's plan aims to create a city shaped like a currency and provide it with services such as restaurants, residential areas, shops, and even an airport. The city will be exempt from income, capital gains, and property taxes; the only tax would be the value-added tax (VAT). This VAT is intended to finance the bonds issued for construction and services such as garbage collection.

The public infrastructure is estimated to cost around 300,000 bitcoins, more than 15 billion euros. President Bukele's unwavering faith in the cryptocurrency, comparing the creation of his 'Bitcoin City' to the circular cities of Alexander the Great, has generated some skepticism among Salvadorans. "If we want Bitcoin to spread throughout the world, we should build some Alexandrias," the president added.

Megaprojects in Panama

The Panamanian government launched three major transportation and energy projects with international partners and investment totaling over $4 billion. These megaprojects include the construction of Central America's first natural gas-fired power plant, Panama Metro Line 3, and the fourth bridge over the Panama Canal.

These projects continue a series of massive infrastructure investments launched and successfully completed by the Government of Panama as part of President Varela's five-year infrastructure plan, which secured more than $19 billion in transportation, housing, basic sanitation, and drinking water.

SANTO DOMINGO.- Dominican workers at the Z&C Hardware Store were threatened with dismissal if they spoke about the death of 34-year-old Chinese national Jhei Leet, who was stabbed by an employee who had been assaulted by him moments before.

During a visit by Diario Libre to the aforementioned business, it was observed that the Chinese in the premises did not miss a single foot or step, even at the moment when they were providing service to the customers present.

“They threatened to take away our jobs if we spoke out, but yes, he always mistreated the employees and it's not the first time these aggressions have happened,” said one of the employees, who was able to be approached quickly.

The employee confirmed that the victim was the nephew of one of the owners of the place.

The Z&C Hardware Store on Juan Pablo Duarte Avenue near the corner of Nicolás de Ovando, in the Gregorio Luperón neighborhood of the National District, continues to operate normally despite the murder of Jhei Leet. 

Security camera footage captured the moment the man threw an object at the employee, who responded by throwing something back. The Chinese man kicked the Dominican woman, who grabbed a knife and stabbed him in the abdomen.

The man was immediately taken out of the hardware store and put in a vehicle, but died shortly after arriving at the emergency room of the Moscoso Puello hospital, a few meters from the commercial establishment, a communications staff member of the aforementioned health center reported.

According to police authorities, the employee Franyelis María Furcal, 30, fled the scene after committing the act and reportedly stated that the action occurred because Leet had shouted insults at her while she was serving a customer.

Franyelis María Furcal remains a fugitive from justice. Authorities from the National Police and the Public Prosecutor's Office have arrived at the scene to search for evidence.

The police announced last Friday that they are on the trail of the perpetrator to bring her to justice.

The closure of the Shanghai port will cause further delays to local imports

SANTO DOMINGO.- The resurgence of Covid-19 in the city of Shanghai in China has imposed a lockdown that could affect maritime trade from that nation to the Dominican Republic, causing significant delays in the import of goods and problems in logistical management.

The Dominican Republic Shipping Association (ANRD) stated that, given China's importance to global trade, the closure of the Shanghai port represents a natural disruption to the global supply and logistics chain, and affirmed that this situation could cause delays in the delivery of goods, a decrease in available containers, among other issues. 

Despite this, the shipping sector sees that this also represents an important opportunity for the country, through the figure of "nearshoring", a strategic activity to attract investments and business from nearby markets in motion. 

In response to Listín Diario regarding the potential impact of the port closure, the ANRD noted that the Dominican Republic shares similar customs, schedules, and geographical proximity with the United States, allowing customers to travel and meet face-to-face with their suppliers, thus providing opportunities to rethink and seek alternatives.

Mitigating effects 
Regarding measures to mitigate this impact on the purchase of supplies and raw materials, the Shipping Association indicated that there are lessons learned from past situations in which the Association itself has acted as spokesperson and that point to the search for alternative sources of supply from closer markets and diversification.

“Challenges will be part of this new normal brought about by Covid, and we must face them with a perspective of innovation, resilience, and efficiency,” the association stated. 

He highlighted that between 2019 and 2020, the shipping sector invested more than US$300 million to increase capacity, improve infrastructure, and carry out additional dredging to continue streamlining its processes, so they affirm that they will continue working to mitigate potential impacts and keep the economy afloat.

Government launches Central Unit for Tourist Procedures to expedite foreign investment

SANTO DOMINGO.- The Central Unit for Tourist Procedures, along with the creation of the single window, constitute the new commitments of the Dominican Government to streamline investment processes in the tourism sector, a cross-cutting pillar for the Dominican economy.

Yesterday, President Luis Abinader, along with the Minister of Tourism, David Collado, led the launch of this new unit, which seeks to strengthen the Zero Bureaucracy and Efficient Government program, promoting clear and transparent regulatory frameworks that improve the quality of regulations and management capacity in times of change, according to a statement sent to the media by the press office of the presidency.

The president reported that they are working to enable the citizen portal in September of this year, where everything can be integrated and a single window for each institution will be created, unifying 157 government procedures.

With this one-stop shop and the new Central Unit for Tourist Procedures platform, the president assured that the Ministry of Tourism will be able to approve all the permits required by a project from the public administration.

“We accomplish nothing by making this process quick and efficient if it has to go through other ministries and take a long time,” he concluded.
