CODIA will manage with the Treasury the formation of the commission planned for payment to contractors

SANTO DOMINGO.- The president of the Dominican College of Engineers, Architects and Surveyors (CODIA), Enrique Rosario García, reported that he will take steps with the Ministry of Finance and Economy to promote the formation of the commission established in Law 16-26, an organization in charge of reviewing, validating and clearing the outstanding debts of the State with public works contractors.

The announcement came during a meeting with representatives of the Codiano Institutional Committee (CIC), who expressed concern about the delay in putting into operation the mechanism contemplated in the legislation.

Contractors point out delay in law implementation

Miguel Liberato, spokesperson for the contractors grouped in the CIC, explained that during the meeting they stated that more than a month has passed since the promulgation of Law 16-26 without the integration of the commission responsible for initiating the review of the files submitted under the protection of that regulation having been formalized.

According to him, the delay has generated uncertainty among professionals and companies who are waiting for their cases to be evaluated according to the procedure established by law.

CODIA announces institutional actions

According to Liberato, after listening to the commission's proposals, Rosario García expressed her willingness to communicate with the Minister of Finance and Economy, Magín Díaz, to learn about the status of the process and request that progress be made in the formation of the body foreseen in the legislation.

The initiative seeks to facilitate the start of the work that the entities involved in the application of the standard will have to carry out.

Application submitted to the Tax Office

The CIC representatives recalled that on June 1st they delivered a communication to the Ministry of Finance and Economy requesting the prompt integration of the commission established in Law 16-26.

To date, they indicated, they have not received an official response regarding the formation of said body or the planned schedule for the start of its work.

A role in oversight?

The contractors pointed out that the legislation itself assigns CODIA oversight functions within the process, which is why they valued the willingness expressed by the union authorities to monitor compliance with the mandates contained in the law.

The CIC commission that participated in the meeting was made up of, in addition to Liberato, the architect Emiliano Familia and the engineers Samuel Peña, Nelson Núñez, Eugenio Matos, Félix Miceli and Fausto del Rosario.
