SANTO DOMINGO.- Jean Alain Rodríguez received bribes totaling RD$163 million, corresponding to 15 percent of the payments disbursed by the Attorney General's Office for earthmoving in the construction of the Nueva Victoria prison, according to the indictment from the Specialized Prosecutor's Office for the Prevention of Administrative Corruption.
“In October 2018, Jean Alain Rodríguez Sánchez approached Mr. Paul Martin Hasbún Saladín, with whom he had a friendship stemming from a previous working relationship, when both belonged to the Board of Directors of Domicen, SA. In this approach, Jean Alain Rodríguez Sánchez told Paul Martin Hasbún Saladín that he would be developing a mega-project to transform the prison system, that with this project he would achieve glory and it would serve to catapult him politically,” the accusation says.
According to the Public Prosecutor's Office, Rodríguez Sánchez "stated that he needed a company to do the earthmoving work, to which Paul Martin Hasbún Saladín recommended the company where he is a member of the management body, the company name Strukturat, LTD, and where Enrique Ernesto Bonetti Galván would serve as general manager."
He adds: “Paul Martin Hasbún Saladín organized a meeting between Jean Alain Rodríguez Sánchez and Enrique Ernesto Bonetti Galván, which took place at the former Attorney General's house, located in the Logroval tower, and was attended by the three aforementioned individuals. It was there that they coordinated the earthmoving work that would take place at the site of the La Nueva Victoria project in Las Parra, Guerra Municipality. The accused, Jean Alain Rodríguez Sánchez, asked if the company Strukturat, LTD had the capacity to carry out the work. Paul Hasbún responded, after speaking with Enrique Ernesto Bonetti Galván, that yes, they were capable of doing the work, either as part of a consortium or through subcontracting. To that end, they would proceed to subcontract several companies.”

According to the accusation, four months after the work began, in 2019, Jean Alain Rodríguez requested the first payment from Bonetti Galván and Hasbún Saladín and they “delivered the amount of US$600,000.00 in cash to Jean Alain Rodríguez at his residence.”.
A second payment was allegedly made two months later, when the former attorney general was given “the amount of nine hundred seventy-seven thousand five hundred seventeen dollars (US$977,517.00), an activity that took place at the residence of Jean Alain Rodríguez, concretizing in this act a clear operation of bribery and money laundering carried out personally by the Attorney General of the Republic who was called to prosecute the crime, not to commit it.”.
The 12,274-page document obtained by Diario Libre states that “about 15 days later, Jean Alain Rodríguez Sánchez requests another payment from Paul Martin Hasbun Saladin, as final payment for the agreement reached with the company Strukturat, LTD. To this end, on July 10, 2019, Paul Martin Hasbun Saladin and Enrique Ernesto Bonetti Galván appear at the residence of the accused Jean Alain Rodríguez Sánchez and deliver to him in cash the amount of three hundred ninety-eight thousand two hundred fourteen dollars US$398,214.00.”
The Attorney General's Office made payments to the company Strukturat, LTD, for the amount of one billion ninety-seven million four hundred seventy-two thousand three hundred fifty-five pesos with 25/100, (DOP$ 1,097,472,355.25).
Of that amount, the amount of one hundred sixty-three million pesos (RD$ 163,000,000.00) was given to the accused Jean Alain Rodríguez Sánchez, which is equivalent to 15% of the contracted value, says the Prosecutor's Office.
