SANTO DOMINGO.- The Senate of the Republic approved in first reading the Organic Law Project on Territorial Planning, Land Use and Human Settlements, presented by Senator Ricardo de los Santos Polanco Sánchez.
The president of the Bicameral Commission, which was in charge of studying the regulations, Faride Raful, presented a favorable report to the Plenary, in which she explained that the commission exhausted a consultation process for more than two years with different sectors of civil society and listened to their opinions, which were taken into consideration, achieving an important consensus.
What it includes
Among the most important aspects of the project are the creation of a national territorial planning system coordinated by the Ministry of Economy, Planning and Development (Mepyd) to supervise public investments and the participation of the private sector and civil society, as well as the identification of planning instruments for the territorial planning.
The regulations establish a regulatory framework for Territorial Planning plans at the different political-administrative levels, taking into account guidelines of environmental, cultural, economic, social, risk management and sustainable development interest.
Furthermore, it establishes that in State policy, Territorial Planning integrates the instruments of territorial planning and its relationship with social, economic and political processes, under a decentralized dynamic granting greater participation to territorial actors based on alliances between the State, the private sector and civil society.
Furthermore, institutional competencies are defined, establishing the management of planning at the national and regional levels in charge of government entities coordinated by the Mepyd, and the management of municipal territorial planningin charge of local governments in coordination with the sectoral entities of their territories.
Also, through this project, the national territorial information system is created to process geographic data of the territory and formulate public policies in response to these, also coordinated by the Myped.
