SANTO DOMINGO– Last Tuesday, President Luis Abinader announced the start of the first phase of the Zero Bureaucracy program, which seeks to reduce the time spent on government services and which has been a constant demand from business owners, given the delays in many of the key processes for advancing the productivity of their companies and therefore of the nation.
The window dedicated to construction is one of those enabled where upon entering you will find the sections: Certificate of no objection to preliminary project (Mayor's Office of the National District); as well as the certificate of no objection to land use (municipalities of Santo Domingo West and Santo Domingo East), according to the platform.
Also included is the category certification of no objection to demarcation (National District) and the certification of no objection to renunciation of family property (National Property Directorate).
By clicking on each of the categories, the platform offers a brief description of the service, who it is aimed at, its cost, the entity responsible for issuing it, the requirements to obtain it, and the hours in which it is offered.
If you go to the service procedures section, you will find the option of whether you want to carry out the procedure online or in person, although it asks you to have a username and password to access the system.
The service cost breakdown will show you the estimated delivery time, as well as the total cost. There is also a section for users to rate the service they received.
At the top, it provides the details of the government entity responsible for offering the service, including website, email, address, and telephone number.
Go to www.gob.do and you will be taken to Zero Bureaucracy, whose applicants will save 46% of the time in project approvals, as said by President Abinader during the event held at the Alma Mater of the Autonomous University of Santo Domingo ( UASD ), where he also stated that the other processes will be incorporated each month until they are 100%.
What is Zero Bureaucracy?
Zero Bureaucracy is one of the programs proposed by the current government, which aims to reduce the obstacles that in many cases halt processes, demotivate, hinder productivity and affect the country's competitiveness; for which it has launched said program, officially inaugurated last Tuesday the fourth of this month, in the evening.
Creation
Decree 640-20 instructs the National Competitiveness Council to develop the National Competitiveness Strategy (ENC), with the formation of Zero Bureaucracy as the first reform of the strategy to promote the efficiency of public administration through clear, timely and transparent regulatory frameworks that seek to increase the efficiency of the State by reducing regulatory obstacles.
Law 167-21 on Regulatory Improvement and Simplification of Procedures was enacted on August 9, 2021, with the objective of defining and articulating public policies aimed at implementing regulatory improvement and simplifying administrative procedures.
What does the Government intend to achieve?
Through the project, developed by 46 institutions, the aim is to end the "culture of bureaucracy," the tedious lines and complex regulations, which cost the country billions of dollars, according to the President of the Republic, Luis Abinader.
The main objective for 2022 is to enable the government system to be more efficient, agile, and transparent in responding to citizens' requests by implementing a platform that can interconnect information, data, and forms under a framework of protection, ethics, and cybersecurity, thus avoiding duplication of documents that the State already has.
Likewise, to achieve efficient institutions that adapt to technological changes, allowing for the swift and efficient resolution of procedures and conflicts without bureaucracy. “An institutional framework where there is a rule of law, judicial independence, and protection of property rights.”.
Launch
Last Tuesday, the Dominican president announced the launch of the platform through the go.do website, the Dominican government's services portal. In its first phase, the public will be able to digitally carry out more than 305 transactional and interactive procedures and 1,228 informational procedures from multiple public institutions in an agile, fast, and simple manner.
The president stated that the single windows for health, business formalization, construction, and investment will be integrated, so that users accessing the portal will be redirected to the respective windows.
