SANTO DOMINGO.- The "Housing" window, enabled on the Zero Bureaucracy portal, inaugurated last week by President Luis Abinader, to simplify the time in government service procedures, has three sections on the requirements that must be met to build a house or housing project in the country.
When you enter www.gob.do, designed for Zero Bureaucracy, you will find the box “certificate of balance letter”, the first step that must be completed and that corresponds to the Ministry of Housing and Buildings (MIVED), although the already repealed National Housing Institute still appears.
This section, titled “Requirement No. 1” (Temporary), explains that it is free of charge and open to the general public. To access the portal, you must be subscribed, and applications can be submitted daily at any time.
“Building license for new construction” is the second condition and explains in the description, which is where the necessary documents and plans for the execution of any construction project must be presented in order to validate its compliance with the rules and laws established in the country, as well as with the minimum required quality characteristics.
It has 17 requirements: copy of the property title, cadastral plan, certificate of no objection to land use issued by the corresponding town hall, set of architectural plans approved by the mayor's office of your place, set of technical plans, geotechnical study, structural calculation report.
This section also requests a computer model file, a hydro-sanitary calculation report, a certificate of no objection to land use issued by the Ministry of Tourism, an environmental authorization issued by the Ministry of Environment and Natural Resources, and a structural evaluation report if the work has been started.
Similarly, the urban planning, hydraulic and electrical plans of the urbanization are required, sealed by the water corporations and EDES, trust contract, budget of works and the list of sale prices.
The portal explains that this service is aimed at the general public and that its cost is 6,000 pesos, and that MIVED is responsible for facilitating the service.
Another procedure available through the "housing" section of the Zero Bureaucracy portal is the land titling process, which is delegated to the Property Registry and has 12 requirements. It is defined as the act of surveying the parcels of land, through which the property over which a right is claimed is identified, located, and determined for the first time.
The first piece of information they request is to submit photos of the resulting property(ies), a record of milestones and surveying, a letter from the applicant with the work presented, a technical report of surveying, general and individual plans, notification of overlap if applicable, a declaration of overlap if applicable, a sworn statement for overlap if applicable, an illustrative plan of overlap if necessary, a KML file made through the surveying entry module and raw data from the survey.
This last service clarifies that it is only available to previously qualified professionals authorized to submit the work and that it has no cost to the applicant.
On Zero Bureaucracy
It is the new program implemented by the Dominican Government to reduce the procedures of government services, so that they can be more agile and offer more effective solutions for users in less time.
Last week, President Luis Abinader announced the launch of the first phase. The second phase is planned to integrate a single regulatory improvement registry, which will allow the public to learn about the regulations they must comply with, participate in the development of new administrative regulations, and engage in public consultations.
In addition, the platform has a universal citizen authentication component which will allow biometric validation of users, adding a new layer of security to the provision of services and the protection of data.
Zero trip
Within the next few weeks, the "Zero Trip" project will be launched, which will function as a collection center for the northern region, located in Santiago, and will later be extended to other important economic centers of the country, and will allow the channeling of business procedures and services.
It will be enabled for those procedures that are not yet incorporated into the Single Services Portal and that are only carried out in person in the capital.
Similarly, in the coming days a regulation will be sent for public consultation to reduce to zero the time of the sanitary registration processes for products approved by the FDA of the United States, and the EMA of Europe.
