SANTO DOMINGO- In a reshuffle involving 28 positions including ministers, deputy ministers and directors, the President of the Republic, Luis Abinader, appointed engineer Eduardo Estrella Virella as the new Minister of Public Works and Communications (MOPC) on Sunday night.
The former president of the Senate of the Republic during the 2020-2023 term, replaces fellow engineer Deligne Ascención, who held the position since August 2020. He has been appointed minister without portfolio.
Eduardo Estrella Virella, a civil engineer from Santiago de los Caballeros, held the same position from 1991 to 1994, during the presidency of the late Joaquín Balaguer. He served as senator for Santiago from 1994 to 1998 and again from 2020 to 2024.
A press release from the Presidency indicates that he is a professional with a distinguished career in the public sector and national infrastructure, with extensive experience in the planning and execution of strategic projects.

He highlights that as Minister of Public Works (1991-1994), he led important road works and urban development projects in the country.
Estrella Virella is a graduate of the National Autonomous University of Mexico (UNAM) and has held several key positions in the government sector, including the directorship of the National Institute of Drinking Water and Sewerage (INAPA) and the undersecretary of Public Works.
“With this appointment, the government reaffirms its commitment to modernizing national infrastructure, optimizing traffic, and strengthening road networks for the benefit of citizens and the country’s economic development,” the press release states.
Other changes
Bartolomé Pujals, who was in the General Directorate of the Government Office of Information and Communication Technology (OGTIC), has been appointed ambassador representative to the International Civil Aviation Organization (ICAO), while Julio de Jesús Peña Guzmán has been designated alternate representative to ICAO.
Andrés Lugo Risk was also appointed as Director General of the Directorate General of Public-Private Partnerships (DGAPP). Hostos José Rizik Lugo was appointed Director of the General Coordinating Office of the RD-Vial Trust.
Elsido Antonio Díaz Bueno, general administrator of the Institute of Aid and Housing (INAVI).

Luis Miguel De Camps assumes the Ministry of Education, replacing Ángel Enrique Hernández Castillo, who will now be an advisor to the Executive Branch on Educational Policies, Eddy Olivares has been appointed Minister of Labor, Roberto Ángel Salcedo will head the Ministry of Culture.
