SANTO DOMINGO.- The VII Conference of the Inter-American Network of National Cadastre and Property Registry 2021 continues today with eight panels that will address important topics on the work of the guardianship and legal procedures of properties and their technological updating.
This social housing and informal settlement regularization project in Latin America will address the housing crisis and the rampant informality of informal settlements, which have become a significant burden on cadastral and registry management. Despite the growing informality in these settlements, the methodologies and capacity for mass surveying and registration to meet this demand are limited. This panel aims to share insights from experiences that can address these challenges.
Trends in the judicial review of land registry actions. This session will offer presentations on legal trends related to court oversight of the actions of property registries and their officials, with the aim of guaranteeing users the enjoyment of property rights derived from the registries, as well as rights related to due administrative process and effective judicial defense.
Digital transformation and new technologies in the property registration system will be presented by Daniella Peña Bardakjan and will address the technologies applied for the efficient and transparent management of the public property registry, which are advancing significantly, particularly given the accelerated demand for digital services and procedures generated by pandemic-related lockdowns. This session aims to provide cutting-edge knowledge on how these technologies contribute to the transformation of government in cadastral management.
Also included on the agenda are digital transformation and new technologies in the Cadastre, the importance of linking personal data control systems, professional certifications, state revenue collection agencies, real estate custody, property titling, the real estate market in Latin America and the company's participation in the regularization of real estate property, strategies for the exploitation of land administration data, real estate trusts and sustainable territorial planning.
The event will conclude with a plenary session to present the transformation of the Dominican Republic's property registry. The day has brought together top officials from the public and private sectors, as well as experts, civil society representatives, and enthusiasts of land registration and cadastral systems.
The conference aims to exchange cutting-edge knowledge and experiences in cadastral administration and property registration that promotes and results in improved access to titled land tenure.
The work agenda is being organized by the Dominican Republic's National Property Registry Administration, the National School of the Judiciary (ENJ), and with the collaboration of the Department for Effective Public Management in the country, the Organization of American States (OAS), and the World Bank. The agenda is titled "Pandemic and Post-Pandemic: Contributions of Cadastre and Property Registry to Land Administration for Economic and Social Recovery; Crisis Mitigation and Climate Change.".
