SANTO DOMINGO.-The director of the General Directorate of Public Procurement (DGCP), Carlos Pimentel, said this Wednesday that he is convinced that in the case of the National Institute of Transit and Land Transportation (INTRANT) a public-private network operated with the interest of appropriating State money.
“They misappropriated a little over 1,300,000 million pesos; the actions of the experts and the actions of the purchasing committee were not in accordance with the law,” Pimentel stated on the program Uno más Uno, on Teleantillas Channel 2.
The Procurement and Contracting Department annulled the terms and conditions of the contract signed by the National Institute of Transit and Land Transportation (Intrant) for the installation of the traffic light network of Greater Santo Domingo with the company Transcore Latam.
The official added that in the first decision he recommended that INTRANT establish disciplinary measures in relation to the acting experts and the purchasing committee, so the new interim director, Colonel Randolfo Rijo, suspended them, "obviously that needs to be explored further.".
Pimentel also reported that three investigations were concluded and yesterday they notified the last Resolution, Ref. RIC-179-2023, through which the State Supplier Registry (RPE) of the company Transcore Latam was permanently suspended.
“Almost as soon as the contract was awarded, we sent a communication to the director of INTRANT, where we told him that we were identifying some irregularities in the process and documentation presented by the company and we understood that they should request a disqualification of the company, that communication did not receive a response,” Pimentel said.
Pimentel also said that the bidding process was launched in February of this year, 2023, and that there was an observation from the Directorate of Contracts, through the preventive alert system where they detected weaknesses in the terms and conditions, which was reported to the institution, however, it continued with the process.
"The Attorney General's Office has the case in its hands, as do other agencies. We are fully committed to collaborating and contributing to these agencies, and Intrant also has decisions to make," Pimentel said.
Case
At the end of October, the DGCP suspended the contract signed between the National Institute of Transit and Land Transportation (Intrant) and the entity “Transcore LATAM, SRL” for the improvement of the traffic control center and the traffic light network of Greater Santo Domingo for an amount of RD$1,317 million 350 thousand 997.
The decision is contained in resolution RIC-156-2023, issued on October 27, which is available for consultation in the Legal Framework section of the DGCP's institutional website and is based on the fact that they found evidence of irregularities in the bidding process carried out for such purposes.
