SANTO DOMINGO- Businessman Bolívar Antonio Ventura Rodríguez, who is one of the main witnesses in the recent case called Calamar, has won more than 10 contracts with the Dominican State with four of his companies.
These are the companies Diseños y Presupuestos de Edificaciones y Carreteras Con Alta Tecnología (Diprecalt) SRL, Diseños de Obras de Infraestructura con Tecnología Avanzada (Doiteca) SRL, Construcciones y Diseño RMN, and Consorcio Tecnológico de la Construcción CTC, the same ones that are being linked to the group of former officials from the past administration of former President Danilo Medina who were arrested, because, supposedly, through them they diverted funds from the public patrimony.
“Ángel Donald Guerrero Ortiz, José Ramón Peralta Fernández, Gonzalo Castillo, Daniel Omar de Jesús Caamaño and Víctor Matías Encarnación Montero did so through falsified volume calculations that were supported by acknowledgments of additional work debts and that are based on non-existent volumes (made from the OISOE),” states the official document requesting coercive measures against the group.
According to the query made in the Comprehensive Data Monitoring and Analysis System, of the Directorate of Public Procurement and Contracting (DGCP), the company “Diprecalt”, Ventura won a public tender from the Ministry of Public Works, for which contract it was paid the sum of RD$6,100,000,000.
The contract was under the concept of “road works and hot asphalt concrete, at the national level” and the process was awarded and celebrated on April 20, 2021.
The company “Construcciones y Diseño RMN” also obtained a contract for the “construction of the Cambita-Mucha Agua road, with hydraulic concrete pavement, CH Aguacate, in the province of San Cristóbal”.
This work was for the Dominican Hydroelectric Generation Company for an amount of RD$102,900,000. The process was awarded and held on December 19, 2020, according to the consultation in the SNCCP.
Likewise, the Doiteca company won at least four national public tenders, mostly for the reconstruction and rescue of tourist areas.
“Road reconstruction section Duarte Highway Km. 58, Natturi intersection, San Cristóbal province – Executive Committee for Infrastructure in Tourist Zones,” is the description of one of the projects. Approximately 150,000,000 Dominican pesos were paid for this contract. The process was awarded and completed on February 6, 2020.
Doiteca also won the contract for the “Aguas Blancas, Constanza, La Vega Province Road Reconstruction Project – Tourist Zone Infrastructure Implementation Committee.” Doiteca received RD$450,000,000 for this contract, which was awarded and signed on January 31, 2020.
Likewise, for the “reconstruction of the Verón-Bávaro bypass, La Altagracia province - Tourist Zone Infrastructure Executive Committee,” the sum of 420 million Dominican pesos was released. The process was awarded and completed, according to the DGCP, on October 15, 2019.
Similarly, for the “reconstruction of the final section of the Los Suarez Community Road, La Vega Province - Executive Committee for Tourist Zone Infrastructure”, for which they were rewarded with RD$103,000,000.
According to the DGCP website, the “rehabilitation of the streets in the Cambita-Uribe, Loma Verde and El Tablazo sectors, in the province of San Cristóbal” was another contract it obtained from the Dominican Hydroelectric Generation Company, for which it earned RD$100,135,000. The process was awarded and celebrated on December 19, 2019.
