SANTO DOMINGO.- The 30,000 square meters of land that, according to the Specialized Prosecutor's Office for the Prosecution of Administrative Corruption (Pepca), were "bought" by former Attorney General Jean Alain Rodríguez, using public force to evict alleged squatters who resided on the property, are registered in the name of the company Inmobiliaria Santa Bárbara, owned by Roberto Santiago Moquete Ortiz.
“These lands have a title certificate in the name of the company Inmobiliaria Santa Bárbara, owned by Roberto Santiago Moquete Ortiz. When questioned by the Public Prosecutor, he himself states that he “sold” some lands to the accused Jean Alain Rodríguez, whom he knows through Romel Marranzini.”.
In the Medusa case file, the Pepca accuses Jean Alain Rodríguez of having built the perimeter fence of said property with money from the Attorney General's Office that he registered as bathroom maintenance.
The land is located on the Santo Domingo Ring Road, one kilometer from the Yamasá road, Mata San Juan sector, Villa Mella, as detailed in the accusatory file against the 63 individuals and legal entities linked in the Medusa operation.
The Pepca insists that the land was acquired illegally by Jean Alain Rodríguez.
He points out that Marranzini had bought some 70,000 square meters in the area from the company Santa Bárbara and that one day he called Moquete Ortiz to tell him that he wanted 30,000 meters set aside for the prosecutor.
“To this proposal, Roberto Santiago Moquete Ortiz stated that he had no problem, that if he solved the problem of the invaders he would give 20,000 square meters to the Attorney General and that he only had to pay the amount of 10,000 pesos. After reaching the aforementioned agreement, he received a check for one million pesos from the company of Jean Alain Rodríguez, called Jurinvest, in favor of Inmobiliaria Santa Bárbara,” says the Pepca.

“This is verified in document no. 178, dated July 24, 2020, prepared by Dr. Gedeón Platón Bautista Liriano, in his capacity as State Attorney,” the file states.
The Pepca argues that, with the acquisition of the land in exchange for granting the Public Force, Jean Alain Rodríguez committed prevarication, in addition to "diverting resources from the Attorney General's Office, by generating a false invoice in favor of Marizan Ingeniería, Construcción y Bienes Raíces SRL, for the payment of the construction of a perimeter fence on the aforementioned land.".
“Engineer Grandersio Rafael Marizan Ubiña stated to the Public Prosecutor's Office that Antón Casasnovas Nolasco asked him to prepare a budget and an invoice, establishing items corresponding to the repair of bathrooms in the Attorney General's Office, but the reality is that said money would be used for the construction of the perimeter fence of the land located on the Santo Domingo ring road,” the accusation says.
On August 5, 2020, the company issued the invoice with NCF no. B1500000018, in the name of the Attorney General's Office, with the concept "Various Repair Work at the Attorney General's Office of the Republic", for an amount of RD$1,318,042.06.

The Pepca reports that engineer Marizan Ubiña did not finish the work due to lack of payment and that “on several occasions he spoke by telephone with the accused Jean Alain Rodríguez Sánchez about the fence that was being built, establishing that there were security problems, so two military personnel from the Attorney General's Office were assigned to that place.”.
