Twenty-eight of the 203 licenses issued in September show no square meters or investment

13.8% of the licenses for the month appear with zero values in the MIVHED registry; between 11.0% and 13.8% of those for each year, since 2022, are in that situation

SANTO DOMINGO – The registry of building permits issued between 2022 and 2026, published on the website of the Ministry of Housing, Habitat and Buildings (MIVHED), includes 28 permits from September with 0 square meters and RD$0 total investment, representing 13.8% of the 203 permits issued that month. The other 175 permits list both figures.

Minister Jean Luis Rodríguez reported on October 11 that September closed with a record 203 licenses and an investment of RD$57.133 billion, according to El Inmobiliario. The total investment in the published registry is RD$58.651 billion, RD$1.518 billion more than the minister's figure, and comes entirely from the 175 licenses with available data.

The situation is repeated in every year of the registry: 142 licenses with both values at zero out of 1,289 in 2022 (11.0%); 153 out of 1,110 in 2023 (13.8%); 164 out of 1,225 in 2024 (13.4%); 129 out of 952 in 2025 (13.5%); and 173 out of 1,476 so far in 2026 (11.7%). In no case are there square meters without investment or investment without square meters: both fields are at zero simultaneously. September is the month in 2026 with the most cases, 28, compared to 24 in July and 22 in May.

By type, the 28 licenses are distributed as follows: 13 for apartments, 7 for commercial and office buildings, 5 for residential buildings, 2 for special structures, and 1 for a combined commercial and residential building. By province, 6 are in Santo Domingo, 5 in the National District, 4 in La Altagracia, 4 in Duarte, 2 in Santiago, and one each in Barahona, La Romana, Peravia, Samaná, Puerto Plata, San Pedro de Macorís, and Santiago Rodríguez.

Santo Domingo and the National District, the two jurisdictions with the most licenses for the month, account for 11 of the 77 issued (14.3%).

The license numbers in these cases differ from those of the 175 with data. Twenty-five of the 28 end in a letter A, B, or R, compared to 15 of the 175 with data. Among those that include a year in the number, 18 out of 21 correspond to years prior to 2026 (five from 2023, five from 2024, and eight from 2025), compared to 61 out of 162 among those with data. The registry does not include a column explaining the meaning of these letters or the reason why these licenses lack square footage and investment information.

Rodríguez presented the September record during a discussion with the Association of Developers and Builders of La Altagracia (ADECLA), in Punta Cana, along with the strengthening of the Single Window for Construction 2.0, a platform that, as he explained, seeks to digitize processes, eliminate duplication and improve coordination between public institutions, and with the goal of reducing to 30 days the issuance of permits for projects that meet the requirements.
