SANTO DOMINGO.– The Real Estate Office is the window that corresponds to the procedures that are regularly carried out through the Real Estate Registry (RI) and that determine the status of a property, its cadastral designation, among other conditions.
On the Zero Bureaucracy portal, launched this week by the Government, this category is informative in nature and consists of fourteen sections, where the general public can consult a variety of statuses, such as the legal status of the property, division for condominium formation, boundary demarcation and conventional mortgage.
If you access the Government's services portal, you can also register, in the corresponding title registry, the act of sale, donation or exchange of a property; you can also find out its location by cadastral designation.
“The applicant is informed about the location and cadastral designation that corresponds to the property (land, block, parcel, cadastral and positional district), according to the records of the National Directorate of Cadastral Surveys,” explains the portal description.
This service is available to everyone, and the platform requires the following documents to complete the process: a project assignment letter in PDF format, a copy of the owner's ID or the construction company's RNC (National Taxpayer Registry), and a copy of the Codia (Dominican College of Engineers, Architects, and Surveyors) membership card of the engineer in charge of the project. This service is free of charge.
The property appraisal request is included in the window and according to the platform this process corresponds to the Ministry of Energy and Mines, it is of an informative nature, at no cost.
If you access the Zero Bureaucracy portal www.go.do, you can obtain the appraisal certificate without waiting in line. Likewise, the property registration: “The DGCN, General Directorate of National Cadastre, will certify through this means the cadastral registration of a property in favor of the cadastral owner, where the physical, legal, and economic data of the property will be recorded,” this section describes.
“In this query, the user will be able to graphically click on a property and find out its legal details,” the portal explains, referring to the property location query section.
By consulting price indices by sector, the user can find out with one click what the approximate price per square meter of land is in a sector, a subsector or a main road.
In the service request status, the user can find out the level at which their process is progressing; they can also request a certificate of non-registration of the property.
On Zero Bureaucracy
It is the new program implemented by the Dominican Government to reduce the procedures of government services, so that they can be more agile and offer more effective solutions for users in less time.
Last Tuesday, President Luis Abinader announced the launch of the first phase. The second phase is planned to integrate a single regulatory improvement registry, which will allow the public to learn about the regulations they must comply with, participate in the development of new administrative regulations, and engage in public consultations.
In addition, the platform will have a universal citizen authentication component which will allow biometric validation of users, adding a new layer of security to the provision of services and the protection of data.
Zero trip
Within the next few weeks, the "Zero Trip" project will be launched, which will function as a collection center for the northern region, located in Santiago, and will later be extended to other important economic centers of the country, and will allow the channeling of business procedures and services.
It will be enabled for those procedures that are not yet incorporated into the Single Services Portal and that are only carried out in person in the capital.
Similarly, in the coming days a regulation will be sent for public consultation to reduce to zero the time of the sanitary registration processes for products approved by the FDA of the United States, and the EMA of Europe.
