SANTO DOMINGO.- Twenty-three real estate properties, valued at RD$65,788,267.49, are registered by the General Directorate of Internal Taxes (DGII) in the name of General Julio Camilo De Los Santos Viola, charged in the Coral 5G Operation case, according to the file presented by the Specialized Prosecutor's Office for the Prosecution of Administrative Corruption (PEPCA).
“The accused, using his position of power as deputy head of the Presidential Security Corps (CUSEP), increased his assets exorbitantly and unjustifiably, with special attention to the year 2020 when he made his largest purchases of new properties, totaling up to his last sworn statement of assets 23 real estate properties, for an estimated value of sixty-five million, seven hundred eighty-eight thousand two hundred sixty-seven pesos with forty-nine cents (DOP$65,788,267.49) according to the General Directorate of Internal Taxes (DGII).”.
In the more than 600-page file in which the Public Prosecutor requests coercive measures against 13 defendants, it is established that de los Santos Viola, using his in-laws Manuel de Jesús Alba Solano and Elida María Trinidad Santiago, acquired various multi-million dollar real estate properties, including 16 plots of land, all obtained after he assumed the functions of deputy chief of the Presidential Security Corps (CUSEP) and began to manage the intelligence operations funds.
The document argues that the in-laws have neither the financial profile nor the income to justify the acquisition of movable and immovable property of the magnitude recorded, "especially since, when questioned by the Public Prosecutor's Office, they are unaware in several cases of the precise location of the properties.".
“The criminal scheme carried out by the former deputy chief of CUSEP, in addition to having a great social, military and institutional impact, was a complex and serious plot, given the level of sophistication, discretion, money stolen and the non-existent oversight of public funds by the control bodies of the Dominican State.”.
Among the properties registered with the DGII in the name of the accused, the following are cited in the file: three in Las Damas, Santiago; one in Gazcue, National District; one in Los Millones, National District; seven in the Nicolás Vargas residential area, Santiago; five in the Jardines del Licey urbanization, Santiago; two in La Chiva, Santiago; four on Charles De Gaulle Avenue, Santo Domingo East.
The Public Prosecutor's file states that the accused acquired eleven consecutive properties (consolidated into land), four in his name, one in the name of his sister Magnolia de los Santos Viola, three in the name of his nephew Raymel Pastor del Rosario Viola, one in the name of his mother Gladys and another two in the name of his niece Onoris Beatriz Soto de los Santos.

The situation described above was replicated, the file explains, with Mr. Enmanuel Antonio Alba Trinidad, the accused's brother-in-law, who owns five plots of land in Hoya del Caimito and Liceo, Santiago.
The Public Prosecutor's file indicates that the accused occupied a property in the Doña Elena residential area and other adjacent lands, which were under the custody of the National Directorate for Drug Control (DNCD).
“It has been verified that since 2004, the accused Julio Camilo de los Santos Viola has occupied apartment 3-D, of module 1 Doña Elena Residential, Las Dianas, Santiago, and that subsequently, from 2014 onwards, he, taking advantage of the position he held as deputy head of CUSEP, and of his close relationship with former president Danilo Medina Sánchez, occupied apartment 4D of the same module, and proceeded to merge them, creating a single luxury apartment.”.
“Starting in 2014, the file states, the accused took over a considerable amount of land in the aforementioned residential area, which he has converted into a luxurious villa with two levels of construction, a swimming pool, several sports courts, an athletic track, dozens of gym machines, a helipad, a security house, etc., using the seized property and the resources diverted through acts of corruption.”.
In the province of Santiago, according to the Public Prosecutor's file, the accused acquired 31,806.09 square meters for ninety million pesos (RD$90,000.00), in addition to eight properties near the Doña Elena residential complex in Santiago. He also built the Jireh residential complex through third parties. Furthermore, he acquired the Doña Elena residential complex in Santiago in the name of his domestic worker, Ana Inoa Germosén.
