The list includes apartments, villas, residences, commercial premises, plots of land, and a penthouse.
SANTO DOMINGO- 95% of the properties acquired by the network involved in Operation Owl were purchased from the same people directly or through companies linked to the Vargas Maldonado group, according to the file of the General Directorate of Prosecution of the Public Ministry (DIGEPEMP).
The document requesting coercive measures and a declaration of complexity cites the companies Inversiones Inmobiliarias Harna SA, Covasna Corporation SRL, and Glover Properties, Inc., which have as partners Mr. Alan Omar Vargas García and Mr. Miguel Paul Vargas García and who served as intermediaries for the purchase of the properties.
In the Brisas Del Este Residential Condominium alone, located in Higüey, La Altagracia, 16 apartments were acquired, according to the indictment, which also includes villas, 5 premises in Plaza Central, residences, plots and a penthouse.
The Public Ministry launched Operation Owl last Wednesday, October 4th, which led to the arrest of seven directors of the Herrera Savings and Credit Cooperative (Coop-Herrera) who committed a fraud of approximately RD$2.5 billion, according to the press release from the Attorney General's Office.
The prosecuting body says it mobilized more than 20 prosecutors, around 100 police officers, and a dozen special task force agents. The Institute for Cooperative Development and Credit (Idecoop) and several individuals filed complaints against Coop-Herrera executives.
Those arrested are Jorge Eligio Méndez, Gabriel Santana Borsilea, Kenia Del Carmen Liriano Pérez, Ana Cecilia Tejada Santos de Álvarez, Simona Borsilea, Jacer Eliazar Mejía Pereyra and Julio César Minaya.
“Regarding the apartment located in the Blue Beach Punta Cana Condominium, it was acquired from Francesco Lovaglio Tafuri, of Italian nationality, on March 4, 2022, according to the sales deed for an amount of DOP$2,000,000.00, a person linked to a corruption network dedicated to the legitimization of capital in Venezuela, a process for which the president of the Treasury Bank of said country, Eneida Laya, is also accused,” states DIGEPEMP.
It adds that with regard to the legal entities Lion Airlines SA, Caribbean Butcherie SRL and Fundación Quisqueya se Levanta ASFL, these were established between November 2021 and May 16, 2022, and that they do not have registered vehicles or real estate, in addition to not having a credit history.
In Operation Owl, the Public Prosecutor's Office's Directorate General for Prosecution states that it has so far identified more than 40 properties, as well as vehicles, yachts, and other assets, as having been acquired by the criminal organization through these types of transactions. The properties listed in the case file are as follows:

Charges
The charges include criminal conspiracy, forgery of public and private documents, and identity theft. The group engaged in fraudulent activities against the administration, abuse of trust with depositors, and money laundering, according to the Public Prosecutor's Office.
The defendants simulated loans, issued unofficial financial certificates, among other criminal acts, all with the aim of diverting money from associates and savers.
The Public Ministry explains that Operation Owl is the result of a joint investigation carried out for months by the General Directorate of Prosecution of the Public Ministry, the Financial Investigation Unit and the Prosecutor's Office of Santo Domingo West.
