SANTO DOMINGO. – The President of the Republic, Luis Abinader, issued decree 461-25 this Sunday, August 17, which provides for changes in his cabinet following the start of his new constitutional term.
The presidential decree appoints Dr. Samuel Pereyra Rojas as Chairman of the Board of Directors of the Dominican Petroleum Refinery (REFIDOMSA). Since 2020, he has served as CEO of Banco de Reservas. A lawyer by profession, he graduated from the Pontifical Catholic University Madre y Maestra and specialized in Commercial Law at the Panthéon-Assas University in Paris. Pereyra has worked on litigation related to corporate law, telecommunications, and foreign investment. He is a member of legal associations in the Dominican Republic, the United States, and France. He was the finance director for Luis Abinader's presidential campaign and is a founding member of the Modern Revolutionary Party (PRM).
The decree also appoints Dr. Leonardo Aguilera Batista as executive president of the Banco de Reservas of the Dominican Republic. Since 2020, he has served as executive president of the Dominican Petroleum Refinery (REFIDOMSA). Aguilera is a professor, economic advisor, and political consultant with over three decades of experience as the founding president of the Cibao Economic Center (CEC). He has consulted in the Dominican Republic, Mexico, Haiti, and El Salvador, and is a member of the Latin American Association of Political Consultants (ALACOP). He is the author of numerous works on economics and politics and has completed specialized studies in Economics and Politics in the USSR and at the Autonomous University of Santo Domingo.
The decree also appoints Félix Antonio Reyna Echevarría as director of the Directorate of Strategy and Government Communication (DIECOM). A communications professional with experience in strategy and media management, he has served as an institutional spokesperson in various government agencies, distinguished by his ability to coordinate teams and design public communication campaigns.
Meanwhile, Carlos Alberto Caminero Sánchez was appointed press director for the President's Press Office. Caminero is a journalist with extensive experience in national and international media, specializing in political communication and coverage of government issues. He has served as editor and director of print and digital media sections, as well as advisor on strategic communication projects.
Abel José Guzmán Then, a journalist and political analyst, was appointed as deputy director of the Directorate of Strategy and Government Communication (DIECOM). He has worked as an editor and columnist in national media and has experience in managing journalistic teams and analyzing political and social situations.
The new executive director of the National Health Insurance (SENASA) will be Edward Rafael Guzmán Padilla, a professional with experience in public administration and social policies, who has held management positions in the area of health, social security and institutional management, contributing to the strengthening of social protection programs.
Engineer Onéximo Antonio González has been appointed executive vice president of the Metropolitan Bus Services Operator (OMSA). González has been involved in the modernization of public transportation, with experience in operational management and the design of urban mobility plans.
Kenia Xiomara Guante Valdez, a communications professional, will assume the position of Vice Minister of Innovation, Transparency, and Citizen Services at the Ministry of the Presidency. Guante is an activist and union leader with experience in project management and institutional strengthening, promoting citizen participation initiatives and defending labor rights.
Rafael Adolfo Pérez de León, a professional linked to the social sector, with experience in assistance and support programs for educational communities, as well as in the management of school feeding programs and student services, was appointed as the new executive director of the National Institute of Student Welfare (INABIE).
Finally, Dr. Virgilio Cedano Cedano was appointed honorary advisor to the Executive Branch on health and primary care. A physician by profession, he has experience in community and hospital medicine, having held management positions in health institutions and being recognized for his career in prevention and primary care.
With these appointments, President Abinader strengthens strategic areas of public administration related to the economy, government communication, social protection, mobility, and health, reaffirming the Government's commitment to continue promoting transparency, efficiency, and citizen service for the benefit of the country.
