SANTO DOMINGO – The president of the Dominican College of Engineers, Architects and Surveyors (CODIA), engineer Carlos Eligio Mendoza, suggested that the Government reintroduce the tax reform in Congress to strengthen public finances and allow projects of great social impact, such as the metropolitan train, to be carried out.
According to CODIA, a proper tax reform would be essential to ensure the necessary resources and guarantee sustainable urban development that benefits the population.
Likewise, the representative of the CODIANs expressed his support for the construction of the Santo Domingo Metropolitan Train to be carried out through a public-private partnership, following the recent cancellation of its public tender.
According to the president of CODIA, this model would allow the private sector to contribute the necessary resources and experience to execute the project, relieving the State's financial burden and ensuring that the work progresses despite current budgetary limitations.
Mendoza pointed out that, after the withdrawal of the tax reform, there was "a substantial reduction in the resources allocated for this type of work.".
"For CODIA, a public-private partnership would not only make the construction of the train viable, but could also open the door to future infrastructure projects in the country, with a financing structure that does not depend solely on public funds," he explained.
The institution argues that a strategic collaboration between the public and private sectors would improve the efficiency of the execution and maximize the social impact of these works.
