SANTO DOMINGO. The National Office for Seismic Evaluation and Vulnerability of Infrastructure and Buildings (Onesvie), together with allied entities of the national disaster risk management system, is moving forward with the preparation of the eighth edition of the Diploma in Building Evaluation, an initiative aimed at strengthening the country's technical capacity to respond to seismic events and reduce the vulnerability of infrastructure.
The program is developed in conjunction with the National Emergency Commission (CNE), Civil Defense and the National School of Risk Management (ESNAGERI), as part of institutional efforts to consolidate comprehensive seismic risk management, with emphasis on prevention, technical evaluation and informed decision-making in pre- and post-earthquake scenarios.
This eighth edition brings together over 100 engineering and architecture professionalsfrom public and private institutions, municipalities, universities, and construction companies. The training focuses on equipping participants with technical tools for the timely evaluation of buildings, a critical phase for both protecting lives and recovering real estate assets and strategic infrastructure.
Technical training for emergency scenarios
The diploma program includes an academic curriculum that combines theoretical and practical modules, covering topics such as building codes, structural analysis, visual inspection, damage assessment, and the preparation of technical reports. The approach incorporates updated methodologies and international standards applicable to post-disaster assessment contexts.
Representatives from Onesvie stated that this initiative is part of a broader strategy to consolidate a culture of prevention and resilience, aligned with public policies for comprehensive risk management. They indicated that the goal is to have trained professionals capable of acting quickly and accurately in the event of earthquakes, reducing the impact on buildings and urban systems.
Institutional and territorial impact
For their part, the National Emergency Commission and Civil Defense highlighted the importance of having highly qualified personnel who can effectively integrate into response teams during crisis situations, guaranteeing evaluation processes based on reliable technical criteria.
ESNAGERI highlighted that the diploma program also promotes the exchange of experiences among professionals from different areas, strengthening inter-institutional coordination and joint work among the agencies linked to civil protection.
In this edition, the participation of engineers, architects and technicians from various government entities, municipalities, universities and private companies expands the territorial reach of the training, strengthening the country's capacity to evaluate, intervene and recover its building stock in the face of seismic events.
