The deadline to complete the omissions expires this Thursday, March 7, 2024.
SANTO DOMINGO.– Of the fifteen construction professionals who submitted their applications to be considered for the first generation of Urban Managers in Jurisdiction One, responding to the call made by the Ministry of Housing, Habitat and Buildings (MIVHED), most did not meet the requirements requested by that state agency.
A circular signed by the MIVHED Standards and Regulations Department, published on its website on March 1, details a list of requirements not met by most applicants, whose deadline to correct the omissions expires today, Thursday, March 7.
“Through this circular No. 1, issued on March 1, 2024 by the Directorate of Standards and Regulations of the Vice Ministry of Standards, Regulations and Procedures of this Ministry of Housing, Habitat and Buildings, the results of the report submitted by the appointed experts were published,” the document details.
It adds that after having preliminarily analyzed and evaluated the documentation presented under the criteria established in the Specific Conditions corresponding to this credential presentation procedure, the results are those that are made known, detailing the omissions in each case.
The names that appear in the circular as applicants correspond to Michelle Patricia Sánchez, Jacqueline Jeudy Chal, Ana Virtudes García Sanó, Marino Castillo, Alis Antonio Quezada Hernández, Erick Manuel Diloné Medos, María Cristina Rosario Calderón and Yanire Reyes Arias.
Also listed are Francheska Segarra María, Luis Enrique Chivilli Mejía, Wilson José Peña López, Julio César Gómez de la Cruz, Teófilo Moreta Jiménez, Mindcorpor Dominicana, SRL and Enrique Anibal Lied Sanabia.
Among the main omissions, the MIVHED circular cites exclusion of certification, sworn statement, unlegalized title, exclusion of the application form and interdisciplinary team, incomplete form, among others.
The organization invites participants/applicants to submit the corrected documentation, in accordance with the requirements established in the specific terms and conditions, until Thursday, March 7, 2024, at the offices of the Directorate of Standards and Regulations, located on the second level of building 2B, at Eduardo Jenner Street number 16, La Esperilla sector, National District.

The first call for the qualification, accreditation and registration of the first Urban Managers that the Dominican Republic will have was made in October of last year, highlighting that their task will be to receive, review and manage the processing of plans and applications for the issuance of building licenses.
This new construction figure is contemplated in law 160-21 that creates the Ministry of Housing and protected in the regulations contained in decree 642-22 dated November 7, 2022.
According to information from MIVHED, civil engineers, architects, and legal professionals, duly registered with the Dominican College of Engineers, Architects and Surveyors (CODIA) and the Dominican Republic Bar Association (CARD), as well as national legal entities, may apply.
Last February of this year, the MIVHED called for the second call for the qualification, accreditation and registration of 2 Urban Managers for jurisdiction one, explaining that during the first call in 2023, no applications were received for said jurisdiction, and that in those received regarding No. 2, only Adanmery Julissa García Bloise and Arcadio María Vargas Cruz managed to prequalify.
