SANTO DOMINGO – The oversight of resources allocated to infrastructure is entering a new phase. The Ministry of Housing, Habitat and Buildings (MIVHED) has activated an oversight commission to directly monitor procurement and contracting processes, in an effort to strengthen transparency in the execution of public works projects.
Driven by Minister Bisonó, the measure introduces a monitoring model that incorporates external actors into the institutional structure, allowing observation, evaluation and support of each phase of the investment processes.
According to the entity, this commission does not replace internal mechanisms, but rather complements them, adding an additional layer of control aimed at preventing irregularities and ensuring compliance with current regulations.
What does an oversight committee entail?
Oversight is an independent monitoring mechanism that allows representatives from different sectors to access key information, observe processes in real time, and issue recommendations before, during, and after the execution of public contracts.
In this case, the commission will have the power to review procedures, verify compliance with the law, participate in meetings of the Purchasing Committee when required, and generate periodic reports with technical observations.
More than a post-audit, it is a preventive support that seeks to detect failures in time and promote good practices within public management.
Multi-sectoral supervision
The body will be chaired by Celso Juan Marranzini, head of the National Council of Private Enterprise, and will include the participation of figures from the business, academic and technical fields.
Its members include Julio Virgilio Brache, Odile Camilo Vincent, Lucile Houellemont, Ramón Núñez Ramírez, José Alfredo Rizek and Pedro Silverio Álvarez.
The integration of these profiles seeks to provide a technical and diverse perspective on the use of public funds, strengthening the credibility of the processes.
Transparency as a central element in public investment
According to Bisonó, the implementation of this mechanism responds to the need to ensure that each project is executed under criteria of efficiency, legality and administrative responsibility.
“This commission allows for real-time monitoring of each process and ensures that everything is done correctly,” he said, emphasizing that the goal is to establish clear, measurable, and sustainable procedures over time.
More control in a key sector
The creation of this commission comes in a context where investment in infrastructure represents one of the pillars of economic development, but also one of the most sensitive areas in terms of resource management.
With this step, MIVHED seeks not only to supervise its current processes, but also to lay the foundations for a more robust institutional framework, where external oversight contributes to raising the standards of transparency in the execution of public works.
