CODIA seeks to extend the term of the union's board of directors to two years

The initiative seeks to amend Law No. 6160, which created the union, and extend the term of office for management positions from one to two years

SANTO DOMINGO.- The Permanent Commission on Public Works of the Chamber of Deputies reached an agreement with the board of the Dominican College of Engineers, Architects and Surveyors (CODIA) on the bill that seeks to modify article 5 of the legislation that creates that union, with the purpose of extending the term of its governing bodies from one to two years.

The commission, chaired by Deputy Miguel Espinal, learned about the proposal during a meeting held this Monday, in which representatives of CODIA participated to analyze the scope of the legislative modification.

The president of the union, George Richardson, expressed his support for the initiative, authored by Congressman Oscar Morel, which contemplates extending the tenure of the board members, provided that the established procedures are followed and the assembly of representatives, as the highest authority, meets.

In that regard, he stated that the current directors will evaluate the proposal and subsequently send a formal communication to the Public Works Commission, which will be responsible for studying the proposal and submitting a report to the plenary of the Chamber of Deputies.

Richardson indicated that the modification responds to a demand from the professionals who make up the college, but maintained that the initiative must exhaust the corresponding institutional procedures before continuing its legislative process.

“We understand that this is a call, a plea, from the professionals who are part of the College, but the procedure must be followed and we are going to take it to those different instances in order to provide good information to the deputies,” he said.

For his part, Representative Miguel Espinal agreed with the CODIA president's proposal and indicated that the commission will await written communication to carefully study the proposal along with the other legislators before issuing its report.

He also explained that, once the project is presented to the plenary session, the deputies will have the opportunity to formulate their considerations on the modification.

Project aims to strengthen institutional management

The draft amendment to Law No. 6160, which creates CODIA, establishes among its considerations that institutional strengthening requires a management team with sufficient time to plan, execute and evaluate programs, projects and initiatives aimed at fulfilling its legal objectives and functions.

Similarly, the document points out that the one-year term in management positions limits the possibility of developing medium-term projects and hinders the effective completion of the actions undertaken by each administration.

According to the arguments presented in the initiative, this situation may affect the administrative and institutional continuity of the union, so it is proposed to extend the term of the authorities to facilitate the planning and execution of their programs.

Participants in the meeting

The meeting took place in the Hugo Tolentino Dipp Hall of the Chamber of Deputies.

In addition to the members of the Permanent Commission of Public Works, the directors of CODIA Oscar Martínez, Rafael Ferreras, José Miguel Mañón and Yrene López San Pablo participated.
