SANTO DOMINGO.- The Ministry of Housing and Buildings (MIVED) opened the call on the sixth of this month for professionals, companies and sectors of the construction industry to join the review of the preliminary projects that will define the selection of the Urban Manager and the Private Technical Supervisor.
Through an announcement posted on its website, the government entity invites the public to participate and send their contributions to strengthen the regulations and determine the competencies for the election of both figures, included within Law 160-21, which creates MIVED.
The Ministry of Housing explains that comments can be sent to reglamentos@mived.gob.do. The government agency does not specify how long the public consultation period will last; both documents are available for download on the official website, and comments can be submitted.
Urban Manager
This new figure will come into play and, according to the document's proposal, will perform administrative functions and will be responsible for receiving, reviewing, and managing the processing of plans and applications for the issuance of licenses for the construction, reconstruction, and expansion of buildings or other private structures.
“The Urban Manager will be responsible for receiving, reviewing, managing and registering applications for processing plans and issuing licenses that involve new works, expansion, modification, reform or rehabilitation of housing projects or public and private buildings, documents and plans before the MIVED, in which the legal, structural, architectural, sanitary, electrical and material conditions are specified,” the preliminary draft states.
Urban development projects and studies are excluded from the functions of the Urban Managers, as these are governed by the city council.
The document specifies that the registration of information will be processed through the Single Window for Construction (VUC), a department that is pending implementation by the Government, through the Ministry of Housing.
The proposal stipulated in the preliminary draft states that two managers will be appointed in each jurisdiction, divided into a Southeast macro-region that includes Santo Domingo and the National District, a North-Cibao macro-region and a Southwest macro-region.
The document proposes the creation of an interdisciplinary support group composed of professionals in architecture, urban planning, structural calculation and design, electrical installation, hydraulics, soil mechanics and geotechnical studies, as well as a legal specialist.
Private Technical Supervisor
The call also applies to the position of Private Technical Supervisor, who, according to the Preliminary Project, will be responsible for receiving, reviewing and inspecting the execution of the different stages of construction of a work and establishing contractual conditions, rate, payment receipts and any other document.
To request certification and authorization for Private Technical Supervisor of Buildings, companies, engineers and independent architects will generate a written communication, requesting the certification addressed to the Minister of MIVHED with a copy to the director of the Directorate of Standards and Regulations.
The professions of architecture and urban planning, structural calculation and design, those who possess competence in electrical, hydraulic and sanitary installations; soil mechanics and geotechnical studies, mechanical installations in buildings, safety against fire risks and other emergencies are applicable.
