DGII launches strategy to boost tax compliance

SANTO DOMINGO– The General Directorate of Internal Taxes (DGII) announced the creation of the “DGII Innovation Laboratory”, a strategic initiative aimed at boosting tax compliance, optimizing institutional efficiency, simplifying procedures and improving the taxpayer experience.

This laboratory, conceived and designed to implement Artificial Intelligence (AI) technologies, will have four key pillars: Intelligent Virtual Assistant (DIGI DGII), Pre-filled Declarations Portal, DGII Mobile 3.0 and Integration Platform and APIs.

The team is made up of specialists in software development, creation of scalable systems, UI-UX design, process standardization, process diagramming, programming languages, data exploitation, product design, digital solutions, productivity solutions, microservices architecture, cloud solution architecture, Design Thinking, among others.

The DIGI DGII assistant will offer automated answers to frequently asked questions and 24/7 support, reducing waiting times and streamlining taxpayer service. 

The declaration functionality will allow the submission of pre-filled forms, reducing errors, saving time, and fostering a culture of voluntary compliance with greater accuracy and transparency.

Version 3.0 of the mobile application will add features such as transactional services, queries, and pre-filled tax returns, facilitating procedures from any device in a secure and intuitive way. Meanwhile, the Integration Platform will enable interoperability with third-party systems, creating a connected tax ecosystem and fostering the development of solutions through open APIs for businesses and developers.

A step towards the taxation of the future

During the launch event at the institution's headquarters, the general director, Luis Valdez Veras, highlighted that this project is part of the technological transformation process initiated in 2020.

“When I talk about future technological development, I’m referring to the use of machine learning and artificial intelligence to process data and transform our services, not only by simplifying procedures, but also by incorporating the technologies of tomorrow,” said Valdez Veras.

The head of the DGII emphasized that this new innovation cell, integrated into the Technology Management, will seek to generate disruptive ideas and solutions under four pillars: modernization, efficiency, transparency and adaptability to changes in the economic environment.

Results and progress 2020-2025

In the presentation, the Technology Manager, Eusebio García, highlighted the achievements made in the last five years, such as the modernization of the technological infrastructure, the updating of applications, advances in Electronic Billing, automation of processes and improvements in operational and mission management.

He also highlighted inter-institutional interconnections, improvements in tax control, and new features for taxpayers. Among the new features for 2025, he mentioned the Electronic Billing raffle and contest portal, updates to the declaration and payment modules, improvements to license plate inquiries, and adaptations due to the entry into force of Law 25-24.

“These advances have strengthened our operational capacity, improved the user experience, and reinforced our oversight capacity, in line with the objectives of our Institutional Strategic Plan,” García concluded.
