SANTO DOMINGO.-The Dominican Association of Housing Builders and Developers (ACOPROVI) held a forum yesterday, Thursday, focused on the rental law and the rental market in the Dominican Republic.
The meeting brought together leading experts from the real estate sector, who shared their perspectives and experiences on the impact that an updated and equitable proposal could have on housing development and real estate promotion.
During the meeting, held at the Homewood Hotel, four key issues of vital importance to the sector were discussed: the impact of an updated rental law on the developer and construction sector, the current legal status of the draft bill being processed in Congress, the current situation of housing and commercial rentals in the Dominican Republic: What and where is rented?, and the success story of the rental law in Peru and best practices.
In turn, the proposal of observations made by Acoprovi to the preliminary draft that is currently under study was highlighted, without which the effect of the approved law could be null.

The event featured prominent panelists, including Annerys Meléndez, president of Acoprovi; Robinson Cuello, General Manager of Cuello Shanlatte & Associates; Alberto Bogaert, president of the Association of Real Estate Agents and Companies (AEI); and Rodolfo Brigagnini, CEO of Grupo Padova del Perú. Alberto Reyes, partner at Guzmán Ariza & Associates, moderated the discussion.
“This forum has been an invaluable platform for discussing the challenges and opportunities presented by updating our rental law, so that it promotes faster resolution of disputes arising from contracts, and ensures certainty regarding the rights and obligations of all parties. We are committed to continuing to promote constructive dialogue that contributes to a more robust and equitable rental market in the Dominican Republic,” Meléndez stated.
For his part, Robinson Cuello explained the current legal status of the draft rental law and stated that “it is crucial that all actors in the sector understand its implications and work together to foster a legal and operational environment that benefits both landlords and tenants.”.
For his part, Alberto Bogaert emphasized that the rental law is a fundamental pillar to guarantee the stability and growth of the real estate market, promoting a broader, more competitive and higher quality supply.
Rodolfo Brigagnini, CEO of Grupo Padova, also emphasized the importance of cooperation in the sector. “At Grupo Padova, we believe that collaboration between the private sector and the authorities is essential to fostering a more dynamic and accessible rental market. This forum gives us the opportunity to share our experiences and learn from other markets that have been successful in regulating rentals.”.
The meeting concluded with a call for the inclusion of some crucial aspects raised by the construction industry in the proposal currently before the Chamber of Deputies, so that, with the collaboration of all stakeholders in the sector, improvements can be made to public policies and the regulatory framework governing the rental market in the country.
