Abinader protects national parks with property titles in the name of the State

SANTO DOMINGO.– The Dominican State has begun to strengthen the legal security of its properties within protected areas through a titling and registration regularization, which seeks to prevent illegal occupations, property conflicts and the fragmentation of spaces of high environmental value.

As part of that strategy, the President of the Dominican Republic, Luis Abinader , presented the first results yesterday, Thursday, with the delivery of six property titles corresponding to the Loma Novillero and Montaña La Humeadora national parks .

This project, called "Registration Shield" by the president , consists of taking state lands from their physical and documentary identification to their formal recognition in the property registries.

Through this titling and registration regularization, the Dominican State seeks to strengthen the legal security of its properties within protected areas, prevent illegal occupations, reduce property conflicts, and avoid the fragmentation of spaces of high environmental value.

The formalized plots cover 12,351,556.05 square meters, an area that now has official documentation that proves its belonging to the public heritage.

What is Registry Protection?

The project consists of taking state-owned properties from their physical and documentary identification to their formal recognition in the property registries.

To this end, the plan includes identifying, inventorying, georeferencing, cleaning documents, and regularizing the cadastral and registry status of the properties before completing their titling in favor of the State.

The importance of this mechanism lies in the fact that simply declaring a territory a protected area is not enough. It is also necessary to precisely define which spaces fall within its boundaries, who is listed as the owner, and what their legal status is.

A press release from the Presidency emphasizes that once the titling process is complete, the Government has documentary support that strengthens its position against possible occupations, third-party claims, or irregular transactions.

How does it impact Dominicans?

The initiative has implications that extend beyond the realm of land registration. By legally securing strategic natural areas, the authorities seek to ensure that these places continue to fulfill essential functions for the population.

In Montaña La Humeadora, for example, more than 16 rivers and 71 streams, according to President Abinader. The conservation of this area is linked to water supply, agriculture, and the preservation of ecosystems.

Meanwhile, Loma Novillero, located in Villa Altagracia, San Cristóbal, contributes to water regulation and the conservation of basins that benefit communities in San Cristóbal, Villa Altagracia and Santo Domingo.

In this way, the program seeks to reduce the risk that spaces of environmental and strategic importance to the country will be occupied, commercialized or fragmented irregularly, strengthening the State's capacity to preserve a heritage that belongs to all Dominicans.
