SANTO DOMINGO.– Surveyor Segundo Antonio Brito Marte is allegedly linked to 56 fraudulent land surveys. The Disciplinary Tribunal of the Dominican College of Engineers, Architects and Surveyors (CODIA) suspended him for 4 years, alleging that the professional engaged in fraudulent actions to the detriment of the same number of people in Playa la Ensenada, Puerto Plata.
According to the accusations, Brito Marte was part of a "mafia" network, where several lawyers were involved, dedicated to dispossessing land and houses of their owners, to the detriment of the Dominican State, in more than 5 kilometers of beaches.
The victims in these cases are being represented by lawyers Pablo Arredondo Germán and César Amadeo Peralta, who have publicly denounced that in the communities of Punta Rucia and La Ensenada beach there is ael inmobiliario cartel dedicated to committing fraud, supported by armed groups.

The network allegedly acts on behalf of a group of "false heirs" of Carlos López Westen, other deceased individuals, and others who are unaware that their names were included in the alleged fraud.
During the proceedings against Brito Marte, it emerged that, in total, the surveyor was linked to some 56 allegedly fraudulent land surveys on land located in the same plot.
According to reports, the land demarcations were allegedly approved by a mafia operating within the National Directorate of Cadastral Surveys, specifically in the Inspection and Cartography departments.
The recommendations from CODIA are being sent to the Executive Branch and the Supreme Court of Justice. The decisions were registered under different file numbers.
It is worth remembering that 19 employees and several title registrars were dismissed from those organizations.
Thecases
The disciplinary body of CODIA was in charge of the knowledge of four files for fraudulent demarcations carried out by Brito Marte in the parcel number 10-D, of DC-02, of Puerto Plata, in the communities of Punta Rucia and the beach la Ensenada.
For these processes, on May 12, 2022, the Disciplinary Tribunal of CODIA issued four disciplinary sentences condemning, in each one, the surveyor Brito Marte for a one year suspension from practicing the profession.
In Case No. 36-21-01, for fraudulent demarcation carried out to the detriment of Mrs. Lucila Nelly Capellán Luna, in which case the surveyor is accused of carrying out the demarcation of the land and the house under construction behind the back of the victim.
Brito Marte fraudulently attributed that property to the name of the current deputy for the province of Santiago, Gregorio Domínguez Domínguez (Fausto).
The legislator is a member of the ruling Modern Revolutionary Party (PRM) and, with the title demarcated fraudulently, evicted and demolished the home of Mrs. Capellán Luna, an Italian national.
The eviction of the foreign citizen was carried out by the pro-government legislator without a court order, for which he is being prosecuted in the Second Criminal Chamber of the Supreme Court of Justice.
Case No. 38-21-01
According to information provided to the newspaper Hoy, under the same fraud scheme, for which other surveyors are under investigation, Brito Marte was disciplined for case number 38-21-01, which refers to a fraudulent demarcation carried out on the land and house of Mrs. Fiordaliza Curiel Acosta, located in the community of Punta Rucia, Puerto Plata, with which it was intended to dispossess her.
This fraudulent demarcation was also done to benefit Congressman Domínguez, who has been involved in a series of scandals for illegal dispossession of properties in Punta Rucia and Playa la Ensenada.
These cases are also being investigated by the Attorney General's Office.
Case No. 37-21-01
Likewise, Brito Marte was found guilty and also sentenced to another year of suspension from practicing the profession, for case No. 37-21-01, where he was accused of carrying out a fraudulent demarcation on the land and a house to the detriment of Henry Abelardo Santos Quezada.
Through this demarcation, a title was fraudulently obtained in the name of the lawyer Jesús del Carmen Méndez Sánchez, a title with which they intended to dispossess Santos Quezada, on the beach of La Ensenada.
Case No. 35-21-01
The Disciplinary Tribunal of CODIA also ruled against surveyor Brito Marte, in case No. 35-21-01, finding him guilty and sentencing him to another year of suspension from practicing the profession.
On this occasion, the fraudulent demarcation was carried out on the land and house of Ramón Andrés Reynoso Pichardo, with which they obtained a title in the name of the company Franasyl, SRL, represented by Abraham Selman Hasbun, a title demarcated fraudulently.
It was with this fraudulent title that the merchant Reynoso Pichardo was dispossessed of his home in the beach community of La Ensenada.
About the National Directorate of Cadastral Surveys
It is the body that provides technical support to the Real Estate Registry regarding technical surveying operations and is responsible for coordinating, directing and regulating the development of the regional cadastral surveying offices.
The regional offices of cadastral surveying are subordinate bodies of the National Directorate of Cadastral Surveying.
