What does Eficompras, the new model announced by the State, consist of?

SANTO DOMINGO. – President Luis Abinader presented Eficompras, a platform developed by the General Directorate of Public Procurement (DGCP) to streamline and make transparent the acquisition of common goods below the threshold of RD$268,111.38.

The tool was unveiled during an event held at the National Palace and is integrated into the Electronic Public Procurement System (SECP). It is the Dominican State's first online marketplace, and its implementation is part of the process of implementing Law 47-25 on Public Procurement, which came into effect on January 28, 2026, six months after its enactment, and which replaced Law 340-06.

A new model for public procurement

Eficompras modifies the traditional system for acquiring goods by state institutions. Instead of entities publishing their requirements and waiting for supplier bids, suppliers can directly register their inventories in a digital catalog, from which purchasing units will select available products.

According to the DGCP, this mechanism will reduce procedures that previously could take several days and turn them into transactions that can be completed in a matter of minutes.

The entity indicated that the platform also seeks to expand opportunities for participation by micro, small and medium-sized enterprises (MSMEs) interested in becoming suppliers to the State, by facilitating their incorporation into the public procurement market.

The project is linked to the gradual application of Law 47-25 and the new contracting methods contemplated in the regulations, including the framework agreements established in article 71.

State modernization stands out

During the presentation, President Luis Abinader highlighted the transformation experienced by the General Directorate of Public Procurement and stated that Eficompras constitutes a new step towards a more efficient, transparent and accessible state management.

“Today is a great step forward. I am very proud of the work of this great team,” said the president, who also maintained that the country has gone from being “at the rear to at the forefront” in terms of public administration and efficiency.

Abinader noted that the incorporation of technological tools into the purchasing system is part of a broader transformation of public administration and announced that the software developed for this platform will be patented.

Gradual implementation

In May 2026, the DGCP (General Directorate of Public Procurement) launched the Eficompras pilot program in conjunction with the Ministry of Finance and Economy and 14 of its departments. Following the successful completion of this phase, the agency announced that the platform would be available to government institutions and suppliers registered in the State Supplier Registry (RPE), according to the eligible business categories.

Interested suppliers can access Eficompras using the same username and password used in SECP and register their products in the digital catalog.

With this tool, the Government seeks to move towards a more agile, digital and transparent public procurement system, while facilitating the incorporation of SMEs as suppliers to the State and modernizing the processes of acquiring common goods.
