Canada – The Airport Department (DA) and the International Civil Aviation Organization (ICAO) will begin a review process in the coming days of the legislative and regulatory framework governing the Dominican airport sector, as well as the degree of compliance with the technical specifications recommended by the agency.
Victor Pichardo, executive director of the DA, understands that the current Dominican legislation, Law 8, dates from 1978 and needs to be adapted to the new times.
The improvement agreement was established in the assistance and support agreement signed yesterday, Tuesday, between Pichardo and the Secretary General of the organization, Juan Carlos Salazar, at the ICAO headquarters in Montreal, Canada, an event also attended by the Dominican ambassador to the international organization, Julio Peña.
“As we have pointed out on previous occasions, our current legislation, Law 8, dates back to 1978 and needs to be adapted to the changing times. This initiative, which we are signing today, will also allow us to continue the action plan that ensures the continuous improvement of the DA,” Pichardo stated, referring to the final report that will result.
ICAO's support also includes a qualification process for new personnel and technical training of the airport sector's human capital, so that it can have access to the courses that ICAO has available.
Similarly, a review and update was made to the existing agreement between both institutions, regarding the technical cooperation provided by this agency, through its Technical Cooperation Office (TCB) and the Global Aviation Instruction Section (GAT), in order to contribute to the strengthening of the national airport system.
The actions being developed for the review and updating of the legal framework and organizational structure of the DA are intended to prepare a draft Airports Law document, in accordance with ICAO standards and recommended practices (SARPs) and guidance texts, as well as best practices.
