SANTO DOMINGO.- MIVHED, the Ministry of Housing, Habitat and Buildings, announced yesterday the opening of the first call for the qualification, accreditation and registration of the first Private Technical Supervisors in the Dominican Republic.
“This first call is based on the provisions of Law 160-21, enacted by the Executive Branch on August 1, 2021, which empowers the MIVHED to “grant the corresponding authorizations and qualifications to urban managers, private technical supervisors, structural evaluators, laboratories suitable for testing, evaluators of geotechnical studies, and master builders, in accordance with the procedures and requirements established by regulation,” the agency explains in a notice posted on its website.
He explains that the call is directed to civil engineers or architects, who are duly registered and authorized in the Dominican College of Engineers, Architects and Surveyors (CODIA) or national legal entities.
“This is the act by virtue of which the MIVHED summons or calls all professionals with specialties in Civil, Mechanical, Electrical, Sanitary and Electronic Engineering to participate in the procedure for the call for the qualification, accreditation and registration of Private Technical Supervisors in the Dominican Republic, who will serve as private supervisors of building works, for the period May 2023 to May 2028,” the document says.
The state agency maintains that in this phase 50 Supervisors will be selected who will be in charge of receiving, reviewing and inspecting the execution of the different stages of building construction, once the corresponding license or permit has been obtained, guaranteeing compliance with current regulations.
“Participating professionals or companies must comply with a series of requirements and instructions that will be verified by the experts assigned by this Ministry, which also has the power to carry out the suitability checks it deems necessary to verify the authenticity and/or veracity of the documentation provided by them.”.
MIVHED explains that the Private Technical Building Supervisor is the professional member of the professional association, who has the necessary technical knowledge to carry out the general inspection of the different construction stages of a private building, in accordance with the provisions established in the construction license or work start permit, approved plans and current regulations, at the request and under agreement with the director of supervision or supervisor responsible for it.
It also defines the register of construction supervisors as the public consultation where natural or legal persons, public and private, accredited and authorized by the Ministerial Cabinet, can exercise and operate the supervision of construction of homes and buildings, to register and keep a statistical control on complaints or claims in their functions.
In the 14-page document, the entity clarifies that only natural persons, registered with their identity and electoral card number, will be enabled; and in the case of companies, only one responsible professional must register on behalf of the company.
“Applicants will be evaluated through oral and written exams, or a combination thereof, and a personal interview. The Standards and Regulations Directorate will evaluate and rate the submitted applications. Shortlisted candidates will be subject to a public hearing process for thirty (30) days before being accredited,” explains the MIVHED.
He adds that the evaluations will be carried out by a commission made up of the authorities of that Ministry and representatives of academies who, in turn, will participate as observers of the process.
In the first stage, 50 professionals will be recruited, "and this number may be increased depending on the dynamics of licensing and issuing permits," he says.
It states that Private Technical Building Supervisors will be appointed for five years and may request renewal at least eight months before the expiration of the accreditation.
