SANTO DOMINGO.- The Territorial Planning Law promulgated yesterday by President Luis Abinader establishes four planning instruments, through which the territorial organization in the country will be determined.
First, the legal instrument cites the National Territorial Planning Plan, followed by the Regional Planning and Development Plans, then the municipal plans; and finally the special plans with supra-municipal impact.
In the case of the PNOT, the National Territorial Planning Plan, it will guide national decisions on land use and manage national natural resources to achieve sustainable development and improve the living conditions of the population.
His proposals will be reviewed and approved by a council of ministers and submitted to the National Congress by the President of the Republic.
This body must project the current situation in its contents for a period of 30 years, and its review and update will be carried out every ten years.
Regarding the PRODT, the Regional Plan for Territorial Planning and Development aims to reduce inequalities in the region, based on the organization of territorial subsystems, and will define development models and the orientation of public investment for a period of 20 years.
PMOT, the Municipal Territorial Planning Plan, will be under the supervision of the municipalities and will define the classification and qualification of land use, as well as the permitted occupation in each case for a period of ten years.
Special plans with sub-municipal impact
It has to do with the design and execution of structural projects such as airports, ports, roads, reservoirs, canals and the planning of large spaces such as river basins, metropolitan areas, industrial parks or other areas of national interest such as those of Public Defense.
These must be approved by a council of ministers and shared with local governments.
“The content of the Special Plan will be detailed in order to allow the subsequent formulation of construction projects appropriate for the execution of the infrastructure or the territorial intervention or action in question,” the law states.
