SANTO DOMINGO.- After being prequalified last April by the Ministry of Housing, Habitat and Buildings (MIVHED), the first 50 Private Technical Supervisors in the country were sworn in yesterday afternoon by Vice President Raquel Peña and the Minister of Housing, Carlos Bonilla.
This first cohort will work for a period of five years and its professionals will be responsible for receiving, reviewing and inspecting the execution of the different stages of building construction and ensuring compliance with the current regulations of the sector in the Dominican nation.
During the recruitment process, which began in February of this year, the Mivhed said that they will be assigned a maximum of 84 monthly supervisions.
This is a new figure included in Law No. 160-21 that creates the Ministry of Housing, Habitat and Buildings (Mivhed), of August 3, 2021. It is defined as "a registered, qualified and authorized professional, who possesses the necessary technical knowledge to carry out the general inspection of the different construction stages of a private building, in accordance with the provisions established in the construction license or permit to start work.".
The call was directed to civil engineers or architects, who were duly registered and authorized in the Dominican College of Engineers, Architects and Surveyors (CODIA) or national legal entities.
"As Private Technical Supervisors, you are already authorized to carry out the general inspection of the different stages of a private building, and that makes you our companions on this path of laying the foundations from an area as important as construction to build a better future for our country," Bonilla declared at the event held at the National Palace.
Similarly, Bonilla reported that the application process for urban managers has begun, a figure also endorsed in Law 160-21, whose function will be to receive, review and manage the processing of plans and applications for the issuance of licenses for construction, reconstruction and expansion of buildings or other private structures.
For her part, Vice President Raquel Peña stated that the implementation of the project will make a difference in the execution of the new service, which, in her opinion, could be extended to other ministries.
Urban Managers
During the day, both officials left open the process for applicants to Urban Managers, a figure that is also included within Law 160-21, to perform administrative functions, in addition to being in charge of receiving, reviewing and managing the processing of plans and requests for issuance of licenses for construction, reconstruction and expansion of buildings or other private structure.
Within the framework of this activity, the Mivhed also presented the pilot program "Extended Hours Technical Review Service", an initiative aimed at streamlining the review of complex projects that will allow the possibility of requesting reviews outside of standard hours for proposals that present a certain technical complexity, with the aim of providing a personalized service focused exclusively on each project that requires it.
