ADN Risk Committee calls emergency meeting following accident that left two dead in hole at building under construction

The accident occurred after a vehicle fell into a hole that was dug for the construction of a building on the corner of Roberto Pastoriza and José Tapia Brea streets.

SANTO DOMINGO.- The newly elected councilman of the National District, Rafael Gutierrez (DN1-FP), in his capacity as president of the risk management commission of the Mayor's Office of the National District, called an emergency meeting this Monday morning in which he will present a draft resolution regarding the state of excavations opened for construction purposes in the capital.


The resolution would seek to determine the safety measures that must be implemented by construction companies with the proper supervision of the council of aldermen, the mayor's office and other competent state institutions, for which he assured that they will consult with neighborhood associations and civil society organizations that represent the construction sector.


In a statement he made public on his social media, Gutierrez lamented the death of two people in a traffic accident, who lost their lives when their vehicle fell into an open excavation on a central street of the city.


In this regard, the councilman stated that “The situation of active and abandoned excavations that do not have the necessary safety measures is part of the complaints that affect the residents of the capital and people who visit our city.

“Therefore, in my capacity as councilman and newly appointed president of the
risk management commission of the National District Mayor's Office, I have called an emergency meeting of said commission to review a draft resolution that we will present to the council of councilors for their approval.”


According to the statement, this resolution seeks to carry out an updated survey of the excavations and their current state in terms of safety, as well as a review of the municipal regulations applicable to these cases for their proper updating and implementation.

Victims' names identified

Roberto Encarnación Díaz and Victoria Reyes are the two people who died early Sunday morning after their vehicle fell into a hole that was dug for the construction of a building on Roberto Pastoriza Street at the corner of José Tapia Brea, in the Evaristo Morales sector of the National District.

The incident occurred at 2:30 a.m. at the so-called "corner of death." Yanely Marte Martínez and Dany Hidalgo Paredes were also injured and were taken to different health centers in the capital city.

The National Police explained that Encarnación Díaz was driving and Reyes was in the passenger seat.

The accident occurred when the white Mercedes Benz SUV, license plate G599120, in which the fatalities were traveling, was hit by the gray Toyota Corolla car, license plate A735145, and fell into the construction pit.
