SANTO DOMINGO. – Starting December 2, 2025, the technical provision on preventive annotations, provisional registrations and informative annotations, issued by the National Directorate of Title Registration (DNRT), will come into effect. This resolution is highly anticipated by professionals in the real estate sector who value legal certainty and transparency in the processes.
In a press release, the entity highlights that the regulation seeks to modernize and unify the procedures of the Dominican real estate registration system, and was registered in resolution DNRT-DT-2025-001.
The document establishes the technical and legal framework to regulate how the processes, measures and conditions that may affect the right of ownership or any other real right over real estate should be recorded in the registry.
Its main objective is to strengthen legal certainty and guarantee transparency and predictability in registry procedures.
According to the provision, preventive annotations will serve to warn or publicize the existence of legal proceedings, investigations or irregularities that may affect a property.
Similarly, it is established that provisional registrations will be temporary, applicable to relevant legal situations arising from judicial or administrative decisionsor agreements between parties; while informative annotations will allow the registration of legal or administrative conditions that limit or affect the use or disposal of real estate.
The National Director of the Registry of Titles, Indhira del Rosario Luna, highlighted that this technical tool harmonizes criteria among the different offices of the Registry of Titles and adapts Dominican practices to international standards, reinforcing the public faith of the registry and the confidence of citizens in the real estate system.
The provision, approved on October 16, 2025, will be applied in a complementary manner with Law 108-05 on Real Estate Registration, its general regulations and other current technical provisions.
With its entry into force, the country takes a significant step towards a more modern, secure and accessible title registry, which guarantees both the protection of property rights and the proper publicity of situations that affect them.
