SANTO DOMINGO.– Igor David Rodríguez Durán is the new director of the Dominican Institute of Civil Aviation (IDAC), according to the appointment made on the night of Wednesday, July 17, by the President of the Republic, Luis Abinader, who issued several decrees appointing various officials to the government team, who will accompany the president in his second term of government that begins on August 15 of this year.
Similarly, Héctor Porcella Dumas was appointed president of the Civil Aviation Board (JAC), replacing José Ernesto Marte Piantini. He previously served as director of the Dominican Institute of Civil Aviation (IDAC).
About Igor David Rodríguez Durán
Born on December 18, 1973, in Puerto Plata, Rodríguez Durán is a prominent Dominican engineer and politician. The son of Manuel David Rodríguez and Licelot Durán de Rodríguez, he is married to Milli Margarita Núñez Cruz and is the father of Milly Licelot Rodríguez Núñez and Líah Marie Rodríguez Núñez. He began his studies at the Hermanas Pierret school and completed his secondary education at the San Felipe Apóstol school.
In the academic field, he holds a degree in Systems and Computer Engineering from the Pontifical Catholic University Madre y Maestra (PUCMM), and has earned three master's degrees in Business Administration, Software Engineering, and Logistics Management, also from PUCMM. He is also a private pilot and has supplemented his education with programs and diplomas, including the Public Management Leadership Program at Barna Management School.
Rodríguez Durán began his political career in the Dominican Revolutionary Party (PRD), where he rose to the provincial presidency. With the creation of the Modern Revolutionary Party (PRM), he became a founding member and has been a key figure in organizing and coordinating electoral campaigns in his province since 2008.
He currently serves as the provincial president of the PRM and as Secretary of Minutes and Correspondence for the National Executive Directorate. His leadership and commitment to the party have been fundamental to its growth and consolidation in the region.
With more than 24 years of experience in the private sector, where he held various managerial positions, Igor David Rodríguez Durán took a significant step towards the public sector in August 2020, when he was appointed Administrative and Financial Vice Minister of the Presidency.
In January 2024, President Luis Abinader appointed him as interim Administrative Minister of the Presidency, a position he held until July of the same year.
Hector Porcella
Porcella performed the functions of senior management and coordination of the mission responsibilities of the Civil Aviation Authority of the Dominican Republic.
He graduated in Business Administration from Georgia Southern University in the United States, and developed extensive managerial experience in various business activities.
He served as chairman of the CAR/SAM Regional Planning and Implementation Group (GREPECAS) of the International Civil Aviation Organization (ICAO).
In this role, he facilitated the implementation of the air navigation systems and services identified in the Air Navigation Plan for the Caribbean and South American Regions, contributing significantly to the development and safety of aviation in these regions.
Throughout his career, he was president and CEO of several successful commercial and industrial projects in the Dominican Republic, accumulating vast experience in leadership and management.
Until now, Porcella served as director of the Dominican Institute of Civil Aviation (IDAC).
