Engineers and architects selected for Private Technical Supervisors will be announced on May 5th of this year

SANTO DOMINGO.- The process of calling for the qualification, accreditation and registration of the first Private Technical Supervisors of the Dominican Republic will conclude on May 5 with the publication of the professionals who have been selected to fill the position.

According to the schedule published by the MIVHED, Ministry of Housing, Habitat and Buildings, the deadline for consultation by interested parties concluded yesterday, February 13, although until the closing of this edition the notice remained on the official agency's website.

The deadline to respond to the consultation expires next Monday, February 20th. Interested parties may send their expressions of interest until Wednesday the 22nd; the deadline for submitting required documents is set for March 15th, and the deadline for sending corrected documents is Monday the 20th of next month.

The MIVHED explains that it will publish the list of prequalified candidates on Tuesday, April 18, conduct interviews or verbal or written evaluations of prequalified candidates on Thursday, April 20; while the process will culminate on May 5 with the publication and notification of those selected.

“Those interested who are prequalified will undergo an interview and verbal or written evaluation on the date established in the schedule. The test will be based on aspects specific to the inspection of works and extensive knowledge of current regulations, especially regarding the Regulation for the Supervision and General Inspection of Works. (R-004, Decree 232-17, repeals Decree No. 670-10),” explains the publication from the Ministry of Housing.

 It adds that according to the definition given for the accreditation stage and given the need to hold a public competition to select the best professionals for Private Technical Supervisor, applicants who have been qualified by the MIVHED must, in the accreditation stage, meet the scoring requirements.

“The purpose of the selection tests is to assess the applicant's ability, suitability, and potential. The evaluation of these factors will be carried out through technical means that meet criteria of objectivity and impartiality, with predetermined parameters.”.

The written knowledge test will be worth 85 points, while the interview will be worth 15%.

Regarding claims and appeals

The MIVHED regulations explain that in cases where participants are not satisfied with the authorization and accreditation resolution, they will have the right to appeal the award.

“The appeal against the act of authorization and accreditation must be formalized in writing and will follow the following steps: the appellant will submit the challenge to the MIVHED within a period of no more than five days, from the date of the challenged fact.”.

The MIVHED emphasizes that it will make available to the appellant the relevant documents corresponding to the action in question, with the exception of those information declared confidential by other participants or authorized parties, unless their consent is obtained.

It adds that each party must accompany its written submissions with the documents it will use to support its claims. “Any entity that hears an appeal must analyze all the documentation filed or produced by the MIVHED,” it says.
