The process is aimed exclusively at existing renewable generation projects and includes electricity supply contracts with a validity of 15 years, in addition to a storage capacity of up to 800 MWh
SANTO DOMINGO. The electricity distribution companies EdeNorte, EdeSur and EdeEste have launched a tender to contract up to 200 megawatts (MW) of capacity for new Battery Energy Storage Systems (BASS), with the aim of strengthening the stability and reliability of the electricity service in the Dominican Republic.
The procedure, developed through the Unified Council of Distribution Companies (CUED) and under the supervision of the Superintendency of Electricity (SIE), is reserved for non-dispatchable renewable generation facilities that maintain long-term agreements in force with one of the three companies and that do not yet have energy storage mechanisms.
In that context, the process establishes a maximum contracting capacity of 200 MW of power and 800 megawatt hours (MWh) of storage, distributed in a single block.
Renewable energy parks must meet technical requirements
Regarding the conditions for participation, interested entities will have to submit proposals to install new battery systems with a minimum net nominal capacity of 4 MW. The upper limit allowed will correspond to 50% of the capacity granted to generation parks that currently have contracts with distributors.
Furthermore, the infrastructure must guarantee safe, efficient and uninterrupted operation, in accordance with the regulatory provisions and technical specifications set out in the tender documents.
The call also stipulates that only legal entities established in the Dominican Republic, holders of long-term electricity supply contracts that remain in force with EdeNorte, EdeSur or EdeEste and are exclusively linked to non-dispatchable renewable generation projects, may participate.
Likewise, each participant must register individually and comply with the conditions established by the Bidding Committee.
Registration will cost US$5,000 and will expire on November 11
To begin the procedure, the document entitled "Instructions for Participant Registration" will be available from November 2, 2026 on the official portal compraenergia.do.
As a requirement to formalize the registration, those interested will have to pay US$5,000 or its equivalent in Dominican pesos, calculated according to the spot market selling exchange rate published by the Central Bank of the Dominican Republic.
The registration period will end on November 11, 2026. In the meantime, the rules containing the provisions and criteria of the competition can be downloaded from November 2, exclusively by those who have successfully completed their registration.
Supply agreements will have a duration of 15 years
Regarding the contractual conditions, the electricity purchase agreements contemplated in this call will have a start date of 12 months, counted from the date of subscription, and a duration of 180 months, equivalent to 15 years.
Finally, the receipt of proposals and the opening of non-economic offers will take place on January 15, 2027, at 10:00 a.m., at the location determined and communicated in due course by the Bidding Committee.
With this initiative, distribution companies seek to integrate energy storage solutions into renewable installations that are already operational, in order to contribute to greater availability and stability of the electricity supply intended for the country's regulated users.
