DGII announces real estate transactions will be 100% digital starting in 2026

Starting in October 2025, in collaboration with Banco de Reservas, taxpayers will be able to pay their tax obligations with credit cards.

SANTO DOMINGO-Starting in 2026, all real estate transactions, such as transfers and mortgage management, can be carried out completely digitally, announced Luis Valdez, Director General of Internal Taxes (DGII), who highlighted that this agency is undergoing a profound digitalization agenda.

"This new model will involve a unification of valuation criteria between the DGII and the Real Estate Jurisdiction, streamlining processes and reducing waiting times," the official reported during the closing of the Second International Congress of Tax Consultants (CICI2025), where he explained a series of milestones in the modernization of the tax administration.

Among the plans of the institution he heads, he also mentioned enabling tax payments by credit card starting in October. Regarding fully digital real estate transactions, he said that this will take effect in May 2026.

Valdez reaffirmed that the Dominican Republic's fiscal vision is geared towards innovation and full public trust. "Tax and customs administration cannot be viewed as isolated structures, but rather as cogs in the same machine that drives competitiveness, ensures fair revenue collection, and strengthens fiscal sustainability," Valdez stated.

Luis Vadez's statement came during his conference "Advances, Challenges, Plans and Opportunities for the Dominican Tax Administration," at the closing of CICI2025, held over three days at the Paradisus Palma Real Golf & Spa Resort, located in Punta Cana.

“At the General Directorate of Internal Taxes, we have adopted an ambitious modernization and digitalization, with three essential pillars: strategic coordination, technological innovation, and radical transparency. Starting in October 2025, in collaboration withBanco de Reservas, taxpayers will be able to pay their tax obligations with credit cards through the bank's digital channels,” the official revealed.

Electronic invoice

Another milestone announced was the mandatory use of electronic invoicing starting in May 2026, a measure that seeks to formalize and make commercial transactions in the country more transparent.

Valdez reported that the DGII has met its revenue collection targets for 60 consecutive months without the need for tax reforms. In August 2025 alone, revenues totaled RD$70,342.8 million, and that during his 60 months at the helm of the agency, accumulated collections amount to RD$619,000 million

A congress to debate the fiscal future

The event brought together prominent national and international speakers to discuss the present and future of the tax system. It was organized by the Board of Directors of the National Council of Tax Consultants (CONACI), chaired by Samuel Alexis Rodríguez.

As part of the opening of the meeting, Márcio Ferreira Verdi, executive secretary of the Inter-American Center of Tax Administrations (CIAT), gave the keynote address on “New paradigms, trends and best practices in Tax Administrations”, offering a global vision of the opportunities for the Dominican Republic.

The program included conferences on the most disruptive topics in the fiscal field by experts such as Alberto Barreix (Tax Consultant IDB and CIAT); Ronald Giovanni Estrada Avila (Superintendence of Tax Administration, SAT Guatemala); Leonel Melo Guerrero (president OMG), Magistrate Mery Laine Collado Tactuk, Judge of the Superior Administrative Court (TSA), Administrative.

Also included was the panel “Tax Reforms in Latin America: Regional Experience, Lessons Learned, and Pending Tasks in the Dominican Republic.” This discussion featured the participation of Jerónimo Roca (Uruguay), Germania Montás, Edgar Morales, Miguel Collado Di Franco, Edgar Barnichta, and Francisco Canahuate, moderated by Ramón Ortega and Nelson Hahn.

Another panel on “Digital Economy: Digital Services and Crypto Assets”, featuring experts Andrea Riccardi Sacchi (Uruguay), Carlos Gutiérrez Puente (Chile), Edward Lantigua (United States) and Argenis García del Rosario, moderated by Mariano Corral and Chaly Cruz, among others
