SANTO DOMINGO.- The associations that group construction professionals in the Dominican Republic welcomed the approval by the Senate of the Republic of the Territorial Planning Law, which aims to organize the guidelines on land use in the country.
APROCOVICI, the Association of Housing Developers and Builders of Cibao, sees it as a great achievement that the Dominican Republic can have a Law on Territorial Planning and Land Use, which contributes to sustainable development.
“In any development, whether in a country, region, or city, a plan is essential, and that is precisely what the law provides. It gives us guidelines for organizing what already exists and, more importantly, it compels us to plan for the future,” stated Alejandro Fondeur, president of the Santiago business association.
ACOPROVI, the Association of Housing Builders and Developers, recognized the approval of the Territorial Planning Law last Wednesday as a momentous achievement for the construction sector and for the country, and highlighted President Luis Abinader's political interest in pushing through such important legislation.
“For years, ACOPROVI has been advocating for and highlighting the importance of having a territorial organization that leads to national, regional, and municipal plans that allow for better use of the territory, especially in land use for housing, taking into account guidelines of environmental, cultural, economic, social, risk management, and sustainable development interest,” the organization posted on its Instagram social network.
Fondeur understands that in terms of land use and territorial planning, the most important thing is to go from the general to the particular, starting with a national plan, followed by a regional one and then a municipal one.
“The interaction and alignment of these three plans is fundamental for sustainable development. We see that the law is based on the fundamental principles of habitability, equity, and environmental sustainability, thus creating a balance between social, economic, and environmental protection,” the engineer explained.
ACOPROVI congratulated the Bicameral Commission headed by Senator Faride Raful “for their tireless work during those months of intense effort to achieve the presentation of said law and the President of the Senate Eduardo Estrella, for listening to the sector and having brought the approval of the law to a successful conclusion.
The capital city's business association expressed its gratitude for the collaborative work carried out with other business associations such as CONEP, the National Council of Private Enterprise; AIRD, the Association of Industries of the Dominican Republic; and ASONAHORES, the Association of Hotels and Tourism of the Dominican Republic, for contributing to the achievement of the legislation.
