SANTO DOMINGO.- Starting in May of this year, the Dominican Republic and Haiti will resume air traffic, after more than two years of Dominican authorities ordering its closure due to the prevailing security situation in the neighboring country.
The Civil Aviation Board (JAC) issued Resolution No. 46-2024 on Tuesday, March 5, 2024, suspending with immediate effect all passenger and cargo air operations to and from the Republic of Haiti, reported the then-president of the organization, José Ernesto Marte Piantini.
During a meeting between the foreign ministers Roberto Álvarez, Minister of Foreign Affairs of the Dominican Republic, and Raina Forbin, Minister of Foreign Affairs and Worship of Haiti, the measure was agreed upon, which "seeks to facilitate mobility, boost economic ties and strengthen relations between both countries," according to the statement released by both diplomatic corps.
The meeting was held this Friday, April 17, 2026, at the CODEVI Industrial Park, located in the Dominican-Haitian border region, with the purpose of continuing the dialogue on priority issues on the bilateral agenda between the two countries. The connection will be between Dominican airports and the Cap -Haïtien International Airport .
Official information highlights that the meeting is based on the Joint Declaration signed in Elías Piña on January 10, 2021 by President Luis Abinader of the Dominican Republic and the late President Jovenel Moïse of the Republic of Haiti, whose nine points constitute the fundamental roadmap for exchanges between both States.
It adds that it testifies to the will of the Haitian Government, headed by Prime Minister Alix Didier Fils-Aimé, to strengthen bilateral dialogue, in a spirit of mutual understanding and with full respect for the sovereignty of both States, on issues of common interest.
It details that during the day, the delegations held a frank and constructive exchange on the main topics of the bilateral agenda, with particular emphasis on border security , including cooperation mechanisms for strengthening border control and surveillance; migration issues; as well as trade issues.
Likewise, the delegations thanked the international community for its support of efforts to assist Haitian authorities in pacifying the Republic of Haiti, particularly the United Nations and the Force for the Repression of Gangs (FRB), within the framework of their decisions and actions aimed at restoring security, institutional stability and peace for its population.
The Dominican Republic delegation was headed by Minister Álvarez, the Vice Minister of Multilateral Foreign Policy, Rubén Silié; the Vice Minister of Bilateral Foreign Policy, Francisco Caraballo; the Dominican Republic Ambassador to Haiti, Faruk Miguel; the Director of Strategic Studies and Analysis, Emil Chireno; the Legal Director, Boni Guerrero; and the advisor Jatzel Román.
For its part, the Haitian delegation was composed, in addition to Minister Forbin, of Chief of Staff Winnie Hugot Gabriel; the Haitian ambassador to the Dominican Republic, Emmanuel Fritz Longchamp; the Director of Political Affairs, Jean-Claude Lappé; and the Director of Dominican Affairs, Yves Rody Jean.
Both delegations reiterated their commitment to maintaining open channels of communication and continuing bilateral dialogue as the preferred means of addressing matters of common interest, within a framework of mutual respect, good neighborliness, and adherence to international law. They also agreed to follow up on the understandings reached today through upcoming high-level and technical meetings.
