These are the 69 officials suspended as state suppliers

Ministers, diplomats, and directors appear on the list after their registration as suppliers was detected, a condition prohibited by current law

SANTO DOMINGO.- The General Directorate of Public Procurement reported the suspension of 69 public officials from the State Supplier Registry (RPE), after identifying that they maintained active registration as suppliers while performing functions, an incompatibility established by Law 47-25 of Public Procurement.

According to the agency, the process is part of an administrative review aimed at ensuring compliance with the disqualification regime established in current regulations.

Hierarchy names

The list includes the Minister of Energy and Mines, Joel Santos Echavarría; the former Minister of Public Health, Víctor Elías Atallah Lajam; and the Minister of Agriculture, Francisco Oliverio Espaillat Bencosme.

Also appearing is the former Minister of Agriculture, Limber Cruz López, which shows that the measure applies to both current officials and figures who have recently held positions.

Who else is on the list?

The list released by the DGCP also includes multiple deputy ministers, among them Fernando Hiram Taveras Rodríguez, Julio Ramón Cordero Espaillat, Noel Rafael Báez Paredes, Oliver José Nazario Brugal and Tomasina Pascual Fanit.

The document also includes representatives of the foreign service, with ambassadors and consuls such as Ana Emilia Báez Santana, Juan Bolívar Díaz Santana, Geanilda Vásquez Almanzar and José Luis Díaz Quezada, among others.

In the institutional sphere, there are also directors and heads of public entities, such as Jean Luis Rodríguez Jiménez, Milton Teófilo Morrison Ramírez and Rafael Abraham Burgos Gómez.

The scope of the measure also includes officials at the municipal and legislative levels, such as Senator Moisés Ayala Pérez and Deputy Mayor Belkis Josefina Candelier Rosario.

The legal framework that supports the measure

According to the provisions of Law 47-25 on Public Procurement, high-level officials cannot contract with or be part of companies that supply the State while they are in office.

The regulations define these restrictions as absolute disqualifications, with the aim of avoiding conflicts of interest in the management of public resources.

The DGCP indicates that this provision is part of a broader scheme aimed at strengthening transparency and integrity in government procurement.

A preventive suspension

The institution clarifies that the measure does not constitute a sanction, but a preventive administrative action.

This means that inclusion on the list does not necessarily imply the existence of active contracts with the State, but rather the presence of a record incompatible with the exercise of public functions.

The suspension of the RPE will remain in effect while the officials continue in their positions and will extend up to six months after their departure, in accordance with current legislation.
