This is how the social housing tender opened by the MIVHED will work

SANTO DOMINGO.- The Ministry of Housing and Buildings (MIVHED) has opened a national public bidding process for the execution of a project that includes the construction of social housing and the rehabilitation of streets in different provinces of the country, aimed at communities in vulnerable situations.

According to the terms and conditions of the MIVHED-CCC-LPN-2026-0002, the initiative includes both the construction of new housing units and the improvement of basic infrastructure. Based on the information presented in the bidding process, the works encompass sidewalks, curbs, stormwater drainage, and residential potable water connections.

What works does the project include?

The document indicates that the scope of the project is not limited solely to the construction of housing, but also includes the rehabilitation of streets and the adaptation of urban spaces in the areas involved.

In that regard, as established in the tender specifications, the interventions include the construction and improvement of roads, sidewalks and curbs, as well as the implementation of stormwater drainage systems and drinking water networks, in order to guarantee basic conditions in the communities where the works will be carried out.

How will the execution be organized?

According to the tender specifications, the process will be divided into several lots, allowing multiple companies to participate in the project. Each lot will include both housing construction and improvements to sections of streets, as part of the plan established in the contracting process.

The document states that this approach seeks to facilitate the distribution of works and expedite their execution, while promoting competition among bidders within the public bidding process.

Who is the project aimed at?

According to MIVHED, the project is aimed at low-income families, households in overcrowded conditions or with precarious housing, as well as communities that have deficiencies in road infrastructure and drainage systems.

The ministry indicates that the scope of the beneficiaries will depend both on the development of the housing and on the interventions carried out in each locality, in accordance with what is established in the process.

Bidding process and receipt of offers

The MIVHED reported that interested companies must submit their proposals in accordance with the guidelines established in the MIVHED-CCC-LPN-2026-0002 process, following the provisions of the General Directorate of Public Procurement.

According to the document, the bids will be evaluated based on technical and economic criteria, as part of the public procurement procedure that regulates this type of project in the country.
