SANTO DOMINGO.– Héctor Porcella, recently appointed advisor to the Executive Branch on civil aviation matters, raised the need to promote a new Aviation Law and create a Civil Aviation Superintendency that would unify the Dominican aeronautical sector under a single body.
Porcella made the proposal after assuming his new role, appointed by President Luis Abinader as advisor to the Executive Branch on civil aviation and member of the Civil Aviation Board (JAC).
“From my position as Advisor to the Executive Branch on civil aviation matters, I firmly believe in the creation of a new Aviation Law, as well as the unification of the entire aviation sector through a single body that allows for much more efficient and transparent work and greater optimization of resources,” he stated.
The proposal involves a discussion about the current organization of the Dominican aeronautical system and proposes to concentrate in a single body functions that are currently distributed among different institutions linked to civil aviation.
In that same vein, the former president of the JAC thanked President Abinader for his appointment and stated that, to his knowledge, it is the first time that a Civil Aviation advisor has been appointed in the country.
“I am deeply grateful to President Luis Abinader; this is the first time a Civil Aviation advisor has been appointed here,” he said.
Porcella's proposal opens a new discussion about the legal and institutional framework that should govern Dominican civil aviation and about the advisability of reorganizing the entities involved in the sector.
The initiative should also specify the scope that the eventual Civil Aviation Superintendency would have.
