SANTO DOMINGO.- The Ministry of Tourism (MITUR) is considering contracting a training program for its technical and administrative staff on the new Law 47-25 on Public Procurement, as part of the institutional update efforts in response to changes in the regulations governing State acquisitions.
The process, identified as MITUR-DAF-CD-2026-0002, was published in the Electronic System of Public Procurement (SECP) under the direct purchase modality, a mechanism used for acquisitions of lesser amounts within the established legal framework.
According to the documentation available on the contracting portal, the training will last 30 hours in virtual mode and will be directed to five participants, who will receive specialized training on the main aspects of the new legislation.
According to the technical specifications of the process, the program will address content related to the National Public Procurement System, the procedures for state purchases, the management of administrative contracts and the provisions on disqualifications for contracting with public institutions.
The training will also include modules related to ordinary and exceptional procedures, the operation of digital government procurement platforms, framework agreements, and tools for planning and executing procurement processes.
Ethics in hiring
The program also includes the analysis of topics such as ethics in public procurement, sustainability, participation of micro, small and medium-sized enterprises (MSMEs) and the administrative appeals mechanisms established in current regulations.
According to information published on the SECP, the training will include support material, practical sessions, and the issuance of certifications for participants who complete the program.
The process also stipulates that the selected provider must have experience in specialized training in public procurement and offer updated content in accordance with the guidelines of the new legislation.
Training to stay up to date with new processes
The initiative is part of the actions that various public institutions have begun to implement to strengthen the technical capabilities of their staff in anticipation of the entry into force of Law 47-25, regulations that introduce changes in the procedures and controls of the State contracting system.
With these types of programs, the entities seek to ensure that the teams responsible for purchasing and contracting have the necessary knowledge to correctly apply the legislation and guarantee more transparent and efficient processes within the public administration.
